But as to the kindred question whether mankind has made advances in sensitiveness to sound, recent occurrences remove every Shadow of doubt. The b mocking bird case, the whistling case, the canary bird case, and a hundred others that might be mentioned, all show that modern times can develop even in the din of great cities an acuteness of hearing with which the annals of Greece and Rome furnish no paral- lel. The distresses of such sensitive indi- viduals in a world full of noises can hardly b= The evils of their situation are aggravated by the observed fact that when- ever an appeal is made to the law the noise always comes off victorious and unenjoined. est case of suffering from the effects of mal enlargement of ears is that of an 2 who brings an action against a or Whose family pt: “the game called -” The complaint picturesquely sets forth that wooden mallets and balls are used in the game, and “the play consists of knock- ing With said mallets said balls through what is called arches.” This pe:formance “inter- feres with conversation, disturbs rest and sleep, especially of children and infants, dis- tracts the mind from serious employment, and lessens or destroys much that goes to make up the peace and happiness of home life.” Sach is the ia’e of heartless cruelty and consequent suffering that the wild west sends us. This harrowing experience of the man with ears will, no doubt, arouse the indignation and move the tears of many eastern sympathizers. If the questions submitted to employers throughout the country by the Congressional labor committee are answered generally and in good fait’, statistics that are likely to prove of value wi! be obtained. It isa relief to find that the committee can do something prac- tical, after several days of wild and contra- dictory testimony from volunteer witnesses. For this exhibition of common sense the com- Mittee deserve to be denounced by Kearney. The disputes between the Rhodope Commis- sioners have resulted in a withdrawal! of the Russian representative. The latter objects to the zeal of his colleagues in searching for Rus- Sian atrocities. All is not quiet in Bosnia and Herzegovina. The Austrians are looked upon as invaders, and it 1s likely that resistance by the inbabitants, in the shape of guerilla war- fare, must be overcome by Austria at the ex- pense of men and money before her new ac- quisitions wiil be securely held. The Serviaps, Monteuegrins and the Porte have reason to Stir up resistance to Austrian oceupation, and are suspected of secretly doing so. Greece and Italy are still restive, and France is by no means satisfied with the issue of affairs. That Sweet peace, then, of whose establishment Beaconsfield gave assurance at Guildhall, is Not forthcoming. While some of the troubles Suggested will be smoothed over, and others trampled down, the elements of future wars and future peace congresses have not been and will not be removed from European pol- itics. So, American-like, they will hold a meeting next month, at which speeches will be made, showing how matters now stand, what ouzht to be done, and what can be done : after which nothing will remain but the doing. The en terprise of Chicago is proverbial, and we are glad to see it turned in this direction. Our neglect to take advantage of the opportuni- ties for extensive and profitable trade offered us by our southern neighbor is a reproach to us as a commercial nation. Through our proximity and the superior quality of many of our manufactures, we should distance al rivals in this race Is it to be Kearney and Kearney and Publishing A: each, were sold r value $1,000 1 New York yes- terday to R. Now that Southard has been thrown over by his district, who is going to look after those three Presidents of the United States? The velocipedist of this country may rejoice that he lives in the landof the free, and not under an effete European despotism. England Now seems to be working off some of her bot- tled-up war spirit by attempting to crush the bicycle. Even the courts have been carried aWay by the mania, and have decided, to all intents and purposes, that the bicycle, when it suffers damage, is not a vehicle, but is one when it infiictsdamage. A bicyclist collided with a team which was on the wrong side of the road, and claimed damages. It was deci ded that the bicyclist was a foot passenger, and his machine not a vehicle, and hence the jaw did not apply. But soon a bicycle run over a man in the street. Its owner rested his case with cheerful confidence on the previous decision. But, under the altered circum- stances, discovery was made that the bicycle is a vehicle, and that the law applied. We do not know whether our law considers a bicycle as a vehicle or as no vehicle, but it is not be- Keved that the machine will be decided to be Doth, in such a way that the damage may al- ways fall on the bicyclist, though many people would approye “anything to beat” a veloci- pedist. +o-—___—_— It is said that the plan of heating cities by steam. which is in successful use of Lockport, N.
