The following paragraph, which was inserted by Capt. Meigs in con- tracts for building the Washington aqueduct, perfectly protected the workmen. The power to make it a condition of contracts was, dur- ing the several years oceupied in building the aqueduct, never questioned or disputed, and no occasion to take action under it ever arose. The insertion of this condition in the con- tracts answered every purpose: “ Payments will be made to the contractor in drafts upon the Treasury of the United States for coin. No estimate after the first shall be paid, unless the engineer Is salisfed that the hands employed upon the work have been paid for the work of the month pre. ceding, as provided in the advertisement under which this contract is made, a copy of which is hereto annexed. It is now given out that General Butler didn’t say that “the bones of Chinamen would make good fertilisers,” but that he merely assented to a remark of Kearney’s, that the Chinese are worth nothing to this country, by adding, “Yes, they even carry their dead back to China, instead of leaving them here to enrich our soil,” or something to that effect. ‘The original report of the interview between the two champions ia which the outrageous sentiment appears was made fora San Fran- cisco paper by Kearney’s te secretary, who was the onl: nt, and is liable to be correct. likely that the modification was aght. The re- mark sounded pretty smart when spoken, but it didn’t look well in print. Its a poor kind of a public man now-a-days who doesn’t have a private secretary. Nearly every senator and representative in Congress who considers himself any body has one or more: Murphy, the apostle of temperance at “3150 a week, and board at the best hotel,” Sports one: Kearney, the so-called laboring man’s champion, has one, and Cohen, his noisy small-fry imitator in Washington, is set down as having two. They must be useful to hold the bag. Mr. John Russell Young, of the New York Heraid, is spoken of as the inventor of the phrase “Sashed and bearded Sphynx,” a3 applied to Gen. Grant in the Herald's iusane ravings about Cxsarism. The above, taken from that well posted and usually correct paper, the St. Louis Globe- Democrat, misses it pretty badly for a short paragraph. The phrase was not as quoted, but “Sashed and girded Sphynx;” and it oceurred, not in the Herald's articles on Cxesarism, but in a long and brilliant review of Grant's career, contributed by Mr. Young to the Tribune when he was the managing editor of that paper. ——_——_-+e-2-—___.
