On Thursday Ten- nessee will elect judges and county officials. As the democrats have a continually increasing majority of more than forty thousand in the State, and as only a few seattered nominations have been made by the republicans, the elec- tion is not expected to be of thrilling interest. On the same day North Carolina chooses judicial and other state officers and members Of the legislature. The state will, of course, 0 democratic. The new legislature will elect @ Successor to Senator Merrimon, and a bitter | fight for the position is going on between the Present incumbent and Gov. Vanee. The republicans take considerable interest in this dissension in the democratic camp, and begin to be hopeful of carrying some of the close congressional districts in the state. On Mon- day, August 5, Kentucky will elect county officers and other nor ¢ jals, and on Tue: day, August 5, the democrats of Alabama wiil elect state and county officers, and a legis- lature which will choose a United States Sen- ator. By special request, perhaps, the obscuration of the sun has been continued to-day at Wash- ington. It may be assumed that the names of none of the managers of the Schuetzenfest ean be found on the suggested petition. It is made possible by the new arrangement for the public to obtain increased protection, when desired, for all kinds of mail matter, without causing a reduction of the revenues of the de- partment. It is belived that the increase in revenue arising from the more extended use of the re; Ty system, contemplated in this change, will largely exceed in amount the ad- ditional expense and the losses in postage from the sending of matter as registered third, class which would otherwise be sent as regis- tered first-class. The trials of a Congress are many and great. In an interview with the reporter of one of the Chicago papers Representative Carter H. Harrison is represented as unburden- ing himself in this melancholy strain: “Money may be, and I doubt not is, often used in Washington, not one cent of which ever reaches a member's pocket. No Con- gressman can be certain, when he discusses eo in which large interests are in- volved, that the man or woman he is talking to is not a paid attorney. The lobbyist does his work by an apparently casual word on the Street, not even addressed to the member, but meant for his ear; by a discussion in’ the Street car between two persons who are Strangers to him, but whose arguments are all framed for him. A lobbyist often sells the vote of a member over whom he has no influ- ence whatever, but, by being seen with him, the outsider imagines intiuenee.
