Every official announcement in reference to Special assessments, is of interest to our tax- payers at this time, and we, therefore, print in full today the important opinion of Mr. Riddle, attorney for the District of Columbia, in reference to the iaterest on such assess- ments. Patriotism has been at a discount in this na tion fora quarter of a century, if we may judge from the neglect of the proposed monument to its founder. The recent appropziation to assist in completing it, and the commen:ze- ment of work at its base, are pleasant to con- sider. Let it be determined that now is the time to build the monument, and that there S.all be no cessa‘ion of labors in that direction until it is finished, and Washington will soon have this tardy ute to his memory and a reproach be removed from the nation. The announcement of the completion of the Wash- ington monument would add miny years to n€ national life, by removing an insuperable obstacle to patriotic pride in those by whom the future of the country will be determined. General Hammond's “Seeret Book,’ refer red to in the dispatches from the Iadian country, is nething more or less than memo- randa of Inspector Hammond's discoveries made as the agent of the Indian bureau. All the exposures made by this energetic officer are the result of a plan of operations agreed upon between Secretary Schurz, Commission- er Hayt and General Hammond. The dise »v- ery of the frauds is largely due to the foresight of Secretary Schurz, the caution of Commis sioner Hayt, and the energy of General Him mond. As singular as it may appear, many journals throughout the country look upon these exposures, made by the present manage- ment of the Indian bureau, as an argument in favor of the transfer to the War department, Wien the very fact of the wholesale rob- beries being thus exposed is a strong argu ment in favor of a continuance of the present management. When the whole system is purged and the corrupt agents removed, then, and not until then, may we hope for an hon- est and satisfactory administration of Indian affairs.
