In this form it contains fifty- seven articles. The first twelve establish the limits, government, and other particulars in reference to new Bulgaria. It is constituted 4D autonomatic tributary principality, under the suzerainty of the Sultan, with a christian government and national militia. The next nine articles provide that the new province called Eastern Roumelia, south of the Balkaus, Shall be placed under the direct military and Political authority of the Sultan, with how- é€ver an autonomous administration aud a christian governor to be appointed for five years by the Porte with the assent of ihe pow- ers. The remaining articles fix the length of the Russian occupation at nine months from the signature of the treaty of Berlin; provide for the Austrian occupation and administra- tion of Bosnia and Herzegovina: record !he decisions of. the Congress in reference to the limits, or government, or both, of Montenegio, Servia, Roumania, Greece, and Crete ; regulate the navigation of the Danube, and provide fo religious equality in Turkey.
