THE EVENING STAR. WASHINGTON: FRIDAY. .Jualy 2, 1878. CEOSBY 8S. NOYES....Editor. Average sworm Daily Circulation over 17,600—being a much larger bona fide, regular and permanent circulation than that of all the other daily papers in the city added together. —————_--e __ The Star for the Summer. Persons leaving the city may have THE STAR sent to their address by mall, postage prepaid, for such period of time as they may desire, at the rate of 15 cents per week, 60 cents per month, §1.75 for three months, or $3 for six months, #@ The money to pay for the time required must in all cases accompany the order. Otherwise the Paper car not be sent The battle of the Boyne was not re-fought at Montreal to-c to any great extent. The Orangemen finding themselves on the wrong side in public opinion in point of numbers and in point of arms, came to the wise and commendable determination not to march. They are, however, not free from blame since they have stirred up passion and stri e, have Caused some bloodshed, and have put the tax- payers of the ci'y through whose streets they proposed to parade to a large and otherwise unnecessary expense. Of course a due share of disapprobation must fall on the other par- ties to this absurd feud, who by refraiaing from interfering with o her assembted citi- | zens, even under provocation, might long ago | have seen the last parade of Orangemen. As it stands, the Orangemen by for ag under the circumstances their right to assemble and parade will p'ace themselves in the better light as far as publie opinion is concerned. Unless further information shall make known } other disorders and contliets than those of | which tue telegraph has up to this time given notice, the day will have been characterized by much iess trouble than might have been ex- pected. Orangemen have been gathering at Montreal from all parts of Canada and from the United Siates. Several thousand troops, two batteries of artillery, and fifty thousand rounds of ball cartridge have also been col- lected inthe city in anticipation of the visi- tors and witha view to create an unfavorable impression. If an iutense excitement and a few street rows have been the only results of these formidable preparations, a general sat- isfaction will be felt, accompanied by the hope that next year, through the wisdom of both parties to the feud, even these will be lacking. Anent the changes in the New York custom- house yesterday, the latest ounts from Utica represent Senator Conkling as whetting a tomahawk and mixing war paint,—red being the ruling color. It is not likely, however, that he will invite his friend Mines to place his feet over the register in his cosy library and tell him to “go ahead now and ask quas- tions.’ —_____-«e-. The recent refusal cf a New York judge to naturalize a Chinaman, shows that the pig- tailed Oriental is as far from American citi- zenship on the eastern as on the western coast of the United States, and affords an excellent opportunity to reopen the much discussed Chinese question. The spirit of the Constitu- tion and the law of self-preservation leadinz the argumentative forces on their respective sides, now have an excuse for again joining battle. Ccunt Schouvaloff’s reported speech before the Berlin congress, which points out the dangers to Europe and ci couraging or permitting the numbe of Asia to place themselves on a level, as sol- diers, with Caucasians, by acquiring a knowl- edge of the modern art of war and skill in the manufacture and use of modern weapons, may be profitably re-read in this connection, in case we feel inclined to pity John Chinaman, Whom we refuse to permit to assimilate with us, and then blame as incapabie of assimila- tion, The right of unrestricted immigration and of Ameirean citizenship would bring hun- @reds of thousands to this country, under a coolie or contract system, if in no other way, whom droughts, famines, tornadoes, pesti- ences and all the miseries of overcrowding would inspire to move from their quarters in China. One pef cent. of her population would outnumber the Caucasians in the United States. The breech loading rifle goes far towards putting all the races of minkind on an equality as soldiers, and, whether the ¢rama It be played in the Old or New World, it is to be feared that the hungry mil- lions of Asia, led by a modern Genghis Khan, will some day contribute a stirring chapter to the history of the wars of the worlt. AS a result of the New York confrence Seeretary Sherman and the bankers seem to be In accord as to the advisability 61 resump- tion and its practicability at an early day The Secretary fixes no specific time for re- sumption, but it is said that among the bank- ers the belief is that specie will be disbursed for governmental expenses on or before the Ist of Cetober. It is with pleasure that we see chronicled the arrest of two of the robbers in the [roy street-car case, which, lke a somewhat sim- ilar one on the Third avenue line in New York, was so remarkable for the boldness of the highwaymen. The audacity and skill of our robbers seem to be developing more rapidly than the ingenuity of those who invent con trivances to bafile their attempts, or of those | on Whom falls the work of detection afcer the crime has been committed. In spite of im- proved safes, vaults and combination locks, bank robberies constantly oceur, by nig it and by day, under obstacles to sucesss whieh Would seem insurmountable, and in only small percentage of cases are perpetrators of the crime — detee* though there is no doubt that there | has teen a great improvement in point of | ~ficteney in the detective forees. Tae case is similar in respect to burglaries. A London paper which declares that all the efforts to check robberies by makers of safes and locks, have teen &eompanied by a greater fro. | quency of such crimes, suggests that our | dramatists and povelists abandon such vul- gar ruffians as the marderer, the forger ani the bigamist, and devote their talents to the portrayal of the cultivated skill of the bold and dashing bank robber. The fact that a new and fruitful subject is thus furnished to our writers of fiction, is the ony grain of com- fort that can be derived from the marvelous development in the expertness and audacity of our robbers. ———+ ore Brooklyn is making a new depariure in the Way of light-giving invébtions, and discards gas and the electric light for naphtha When the first experiment with a thousand lights is tried, it wid be an anxious moment for the | fire-extinguishing and the fire insurance com- panies. London has been favored with another in- stalment of the Emma mine case The un usual form in which the case came up and the curious finding of the jury Lave put the judge in such a state that he prefers to hear further argument before a decision. So the plaintiifs maust wait until after the long vacation before it will be decided whether they can recover some four and a half million doliars, the differ- | direet fem vessels a’ a redueti URAG £.—By farthe riche Dasmes tiittwcrts mies af Waste ington isat PETER McNAMARA‘S 0.4 faim, near Insane Asylum |Terms, five doliats per month.
