Its utiltarian feature and the fact that by the plan proposed no exp=nse is contempla ed to the National Treasury make it likely that its establishment will antedate that of the university. Itis said that we are the only highly civilized countiy which has no national polytechnic school: indeed, there are only a few other institutions furnishing in- Struction of this kind in all the United Stat Her the proposed sehool would not be a a rival. but would serve as a model and would encourage the establishment of similar insti- tutions in the various states. In a bill pre- sented at the last session of Congress (by Mr. Blair, of New Hampshire,) proposing a “Na tional Polytechnic School for Instruction in Science and the Useful Arts,” an elaborate plan is furnished of the objects, organization exercises and leetures of the proposed institu tion, covering thirteen closely printed p. of the Keeord. The surplus fund of Patent om hundred thousand dollars. and iaereasing apnually by a sum exceeding one hundred thousand dollars, is proposed as the source from which the school shall be at first sup. ported. The Seeretary of the Interior is to be e+ officio the director of the school, and the Commissioner of Patents, relieved of his pres. €nt judicial junctions of hearing appeals, is to be er eyicio rector or governor. The p) technic is to embrace schools in mathematics civil engineering, mining engineering, ma. chinery. architecture, chemistry, forestry and agriculture. The school when full would con- sist of 1°08 pupils, appointed under certain Tegulations by the President and mem- bers of Congress, and the cost of tuition, the ‘© amounting to more than twelve board and lodging, for each pupil an- nually, Is to be Its general object is thorough and complete instruction in Science and arts, and the dissemination of Scientific and accurate practical technical knowledge ; one of its special objects is to pre- Pare fit candidates from which the govern. ment may select those officials in whom special knowledge is requisite or ought to be required, Such as the employes of the various scientific bureaus, skilled finaneial agents and account- ants, surveyors general, geologists, explorers, master mechanics, &c. Not merely the out- lines but the minute provisions of a National Polytechnic School are given, ia anticipation of the establishment of such an institution, and there is reason to believe, as well as hope, that in fulness of time, and with the national development the plan will be realized in soma form. As the Post finds it necessary to apologize to-day for publishing a bogus dispa‘eh pur- porting to eome from Hon. Hendrick B. Wright : and yesterday the same for publishing the Booth package Coyle-Kandall story,charac- terized by Speaker Randallas without truth or a shadow of justification: and on Friday for publishing a scandal slander upon a“ most estimable and respectable lady,” of East Wash- ington, we are quite willing to concede to that paper the palm for “enterprise”—of that sort, | at least.
