Dr. Redfield, the widely known correspondent of the Cineinnati Commercial, draws a lugu- brious picture of the future of our national affairs, which he says are “revolving ina vi- cious circle, drawing nearer and nearer to the inevitable center, which is destruction.” He bases his jeremiad upon the assumption that it is a mistake to suppose. as many Congres3- men do, that this is a great country, enor- mously wealtmy, and can stand almost any- thing. According to his data, it is great in territorial extent, bu’ it is not wealthy. The “ridiculous census figuies of 187) are time and again paraded in Congress as an evidence of our inexhaustib’e wea!th, and that we can stand large appropriatons and an expensive government.” These ‘windy figures” make it appear that the national wealth doubled between 1860 and 1870, when, as he argues, really the national wealth was consumed in the furnace of war, and, in the nature of things, the nerease during the decade could have been but small. His prediction is that, the wind in the tuflation balloon will be so far squeezed out by 188) that the census of that year will show the wealth of the country to be not greatly above what it was in 185). Thence the dedue ion, that with the inereased expend- itures, the nation is in the whirlpool, drawing near to inevitable destruetion. There is no doubt that the bunkum items in the river and ‘bor bill and some other bilis were swelled to large proportions in the pro- ress of these measures through Congress, but the aggregate appropriations this session are less than last year, and some of the very big- gest of the electioneering plums failed to get through, notably the bill for the payment of So-called arrears of pensions, wiich would have der eted the treasury to the extent of fifty milion dollars. And in estimating our wealth it is certain that the country his been making and saving a good deal of money year- ly of late. With immense crops and expor s much beyond our imports, the coming census will doubtless show that the country is not altogether going to the dogs, despite a little bunkui, log-rolling legis!ation by Congress. It is to be regretted that Congress adjourned Without providing means for preserving the smallest savings with absolute seeurity by a system of postal savings banks. The estab. lshment of such bauks isa matter of interest toa large part of the population of the Uaited States. Their introduction in some form will undoubtedly be brought about in time. Among the indications of returning pros- perity in the business interests of the country may be pointed out the increased immigration from foreign lands and to the west. The ac- counts of arrivals at ports where immigrants enter, the largely-increased travel over rai!- Toads running westward throu unocenpied lands and the immense purchases of lands in Such regions, are held to indicate that the stream of immigration is now constantly en- larging. Since 1873 a steady deerease in the number of immigrants has been noticeable, and in 1876 only 152,« vived. As the busi ness of immigration has thus been depressed with the other forms of business, it is natural to believe that an improvement in this branch indicates a general business revival; and the arrival in increased numbers of agricu'tur: immigrants with eapital is not only an indie: tion, but to no ine erable extent a cause of returning speri The travel on rail- Toads leading west and southwest is reported to be unprecedentedly great, and, asa straw concerning land sales, it is mentioned that the Burlington and Missouri railroad company in Nebraska has sold already, in 1873 195,001 acres, to the value of $1,018,700; whereas in the entire year of 1877 only 8.780 aeres were sold, and $5,417 received in return, In view of the testimony of the Louisiana withe ses—Andersuon and the Jenks’—Ana- nias and Sapphira will certainly have to step down and out as the champion liars of history. The Wisconsin Indian war is a sad failure. Notwithstanding some he towns of the state are filled with panie stricken fuci ives from the cow e's, careful searc’ fails to bring to light Sny hostiles. The few binds of Indians in the state are almost as seared as the flying whites, and fear that the gr. less panic will bring them punishment. The number of higher grade clerks was reduced and additional lower grade clerks given, but it Was only in respeet to the laborers that the compensation of a whole class was reduced from previous figures. The laborer in govern. ment service can now receive only #39 a year instead of #72). Many of those who rank in the d artments as laborers are experts ia their branches of labor, and their absenee would be felt far more severely than th those who are higher in grade and receive a much larger compensation.
