The Star for the Summer. Persons leaving the city may have THE STAR Sent to their address by mail, postage prepaid, for such period of time as they may desire, at the rate of 15 cents per week, 60 cents per month, $1.75 for three months, or $3 for six months, The money to pay for the time required must in all cases accompany the order, Otherwise the paper cannot be sent. Double Sheet To-morrow. The great demand for the double sheet STAR compels us not only to print an edition of con- tinually increasing size, but also to get to press yet earlier each Saturday. We, therefore, have to repeat our request to advertisers to send in their announcements at the earliest possible hour. The double sheet for to-morrow will be one of the most interesting and attractive of the series. The Capitol Surroundiugs. The item in the civil service bill appropri- ating $100.00 for improving the Capitol grounds elicited a pretty sharp debate in the Senate. Mr. Beck said that $55,000 had been appropriated $100,000 for repairs of the Interior Department, and large sums for the new State, War and Navy Departments, the building fer the Bu- reau of Engraying and Printing, &c.; and now, inthe bankrupt condition of the Treas. ury, it was not a time to spend this $190,000 in making approaches to the west end of the Capitol. Mr. Morrill thought it was passing strange that when Senators will make liberal appro- priations for completing public buildings everywhere else, they begrudge every little picayune amendment here, and compel the comple ion of these grounds to be procrasti- | nated year after year. Mr. Voorhees opposed the appropriation. He was astounded at the lavish appropriations that were passing through Congress; and, moreover, the money applied to the Capitol grounds had been wasted. The approachesto the Capitol twenty years ago were pleasant and beawiful. Now they were ragged and unsightly. Mr. Windom thought it took a good deal of courage to declare that these grounds were not improved. He remembered the old seraggy cottonwood trees that existed there when he first came to Washington. He remembered how carriages used to stick in the mud when they drove around the building. He remem bered once distinetly riding in a stage within a block of the Pateni Oiice and having to get out while the driver pried the wheels out of the mud with rails. He remembered the old fence that stood around these grounds. He remembered their dilapidated condition and looking at them now he Would have to be very courageous to say that there was no impro' ment. The Senate seemed to agree with Messrs.
