The agony is over! The President thisafter- noon sent in the names of Josiah Dent and Captain Phelps (present Commissioner) to be the civilian Commissioners under the act of Congress. This accords with our information on urday, and shows that the reports in circulation since then, contradictory of our statement, were groundless. Mr. Dent is a resident of Gergetown, and is known asa man of character and ability. He is of the Maryland Dents and came here a young lawyer many years ago. He married the adopted daughter of E. M. Linthicum, of Georgetown, and resides nowinthe fine old Linthicum mansion on Georgetown Heights. He was an active member of the Citizens’ Commiitee of One Hundred in the successful | effort to secure legislative justice from Con- gress for the District. and his appointment for Commissioner was warmly urged by a num ber of the leading members of that committee. Capt. Phelps is already favorably known in the capacity of Commissioner, and in addition to his personal high character he has the advantage of several years experience in Dis- trict government. +20-- ® The New Justices. The fist of fifteen justices appointed under the recent ‘aw of Congress, ereates surprise and no hittle dissatisfaction. There is mach enquiry as to the principle on which the selec- tion was made, and the kind of endorsement that had weigh". While several of the nomi- ness are undoubtedly well qualified for the po- sition, there are others who are notorious'y unfit, and it may be said of a large portion of them that their appuiniment is a genuine surprise to the community, especially in view of the fact that it was supposed to be the in tention of Congress in passing the bill to im- prove the quality of the magistracy of the Dis- trict aud Te secure the se ection of men known to the people a Pa nel trust hy. It may be that the comparatively unknown men in the list will in their official conduct justif the wisdom of their selection, but they can ii noevent earn a hicher reputation than the nun of known ability and integrity they @splace.
