Congress has suddenly and substantially converted the heretofore neglected and disjointed District of Columbia into adepartment or bureau of | the government of the United onsibility for | the functions of control and res] its future management the affairs represented by the other | departments of the general government. | Therefore, by the provisions of this new law, Washington has, at last, become in its govern. ment, entirely nationalized, which we have long contended for as tie only true position for the growth and grandeur of the natiou’s capitol. By the government of the United States thus taking exclusive charge of the af- fairs of the District of Columbia. the destiny and prosperity of Washington is assured and guaranteed by the whole power, wealth, and credit of the nation. Its future career is now removed from local control, and has become merged into the great goverment of the na- tion, as one of its speetal trusts confided by the Constitution to the exclusive jurisdiction of Congress, which, as trustees for the whole people of the United States, has finally as- sumed its exclusive management in the inter ests of the entire country. As soon as our citizens and the country generally realize the full effect of this new law upon Washington interests, we shall un- doubtedly witness a revival of business and an investment in real property here unequal- led in our city’s past history. No other city in America presents such inducements for safe and permanent investments in proper- ty and it is a conceded fact that no other place in the country is so attractive for a resi- dence and home. The endorsement of Wash- ington interests by their exclusive manage- ment and control, by the general government, insures safety and prosperity. Washingto2 is now the recognized ‘Department of the Capitol”—as much under the exclusive con- trol of the United States government, which is responsible for its future credit, care and maintainance,as the state, war, navy and al) other departments of the general government. This is the true, proper and constitutional position, arrived at after seventy years of | experiments.
