The Distriet of Columbia, with its 159,090 in- habitants, is, by the provisions of this act, brought into co partnership with the National Government, and the growth, grandeur and development of Washington will now march forward apace with the prozress of the entire nation. By the terms of this law the interests of the United States and the future destiny of Washington are s> interwoven and Wentified with h other, that the rapidly increasing growth and power of the former insure cor- responding progress and welfare of the lat- ter. The relaions between the nation and the capital, as provided for in this | law, ve founded upon a_ sense of | righ’ and justice, and now being fully established and reeognized they will, un- doubtedly, continue during the life of the republic with identity of interests continuously drawing them closer together. These new relations of copartnership mark a new era in the future welfare of Washington; all doubts and uncertainty as toits rap ment and prosperity have been removed by this new ance of lis destiny with that of the general government. Its eredit is endorsed by the United States, which henceforth pays one-half of the cost of all improvements authorized, and a like proportion of the ex- penses of our local government affs Real property now has an appree: durable value; permanent investments can be made with future success assured: business enterprizes can be inaugurated in our midst with confidence in satisfactory results; houses will be erected and residences established with the full knowledge that the rates and propor- tion of tax-burdens will not be iner travaganee and waste i its ument affairs wat hful se utiny of Congress, and the super- vision of ali disbursements througl the Treas - ury of the Uni ed States. These conditions as- sumed by the Unived States, give a perma hene aud s ability toall property interes:s vi hin he Dis'riet of Columbia which ave pos- sossed by no other municipal corporation in America. With the new law in pra substantial interests of our people will receive an impetus to renewed prosperity like the ef- fect upon a sluggish stream suddenly receiv- ing the influx of a powerful tribu‘ary of neve ending supply. The prosperity of Washic ton is assured by the growth and development of the entire Republic; the increase of papa- lation throughout the country, the escabiish- ment of business industries, improving the Vast agriculiural resourees, openiag of new Veins of mineral wealth, its improving foreiga commercial intercourse, the tremendous de- velopment of the n’s iuterual ecommerce ; in short, the ever-inereasing resources of the whole couutry enlarge the government: bit ness to be transacted at Washington, requir- ing new Departments, Bureaus, Courts and Commissions, and a constantly inereasing number of official residents. Washington, un- like any other city tn the land, has the whole country tributary tu its progeess and prosper- ity: and now that Congress has pledged the United States to share the cost of our im provements and expenses, the destiay of ihe National Capital is onw irds! Tue grave Tobber or robbers have not yet bern dise v- ered, but suspicion has fallen on a De. Mantot who, curiously enough, is also suspeciedd te identical with one Christian, whose operations in this city have made him no‘orious here. The effect of this shocking affair is two-fold. It forces on our attention the probability and almost certainty that the extent of such rob. beries is vastly greater than has before been Suspected, and makes every one uneasy with the thought that possibly the graves of his Telatives or friends nave been disturbed. It also brings out prominently the unsatisfactory condition of the laws of many of our states, so far as they affect the procuring by the medical profession of subjects for dissection. This profession is expected to be thoroughly acquainted with the structure of the human body, the location of every nerve, vein and artery, and their relations to one auo her, to locate with exactness the different kinds of disease, describing their ei on the dis- eased organs and those related tothem. A knowledge of anatomy fs required which nly the actual dissection and study of the huinan body ean furnish. And yet in most of the States no legitimate way is provided by which subje may be obtained, and in some a heavy fine or imprisonment is imposed for de tection in the act of dissecting. It is this con dition of affairs to which are largely due the Outrages on the feelings of the living whieh the de syoi ing of most graves involves. A law sho be established in every state, similar to. that which a few now possess, allowing the bodies of criminals or paupers who have been cared for at the publie expense and whose re. mains are unclaimed by friends to be used in the practical instruction of medical stuJents. It was on'y on account of the diseovery of great outrages, nothing less than the murder | of persons to provide subjects fur surgeons, that England in 1832 le dissection of the human body; and it is unfor- tunately probable that horror after hor 0° Will be brought to light in this country before a wise measure similar to the English law, will be uniformly adupted in our states. It is necessary for the well being of citizens that the medical profession should have the infor- mation which dissection alone furnishes. This fact does not of course justify the despoiling of graves, which are private property and | sacred in the minds of the friends of the dead. But it calls for s me provision by which subjects may be obtained in a legal and uaob- | Jectionable way, thus promoting science and public health and swe ing away every shadow of excuse for grave robbing. Sach a law may justly be accompanied by regu- lations imposing the severest penalties on the revolting theft which is practiced by the body spatcher. — -___ Othello’s Occupation Gone. ‘That Busy Bee, Ben Butler, in all his lively career, has found no pursuit in which he so fairly reveled in keen enjoyment as when nosing about among the sweets of private tel- egrams filed in telegraphic offices. When, therefore, he had Mr. Bugbee, of the Atlantic and Pacific company, before him yesterday with a summons to produce the records of that office, he smacked his lips with the air of one expecting a feast of good things. The entire manage- ment of the affairs of this community of 150,000 people is placed absolutely under the control of three commissioners. We call attention to | this fact in order to impress upon the Presi- | dent and his advisers the importance of con- | sidering well the qualifications of those whom he may select to be clothed with these extraor- dinary powers. They should be men of ac- | knowledged administrative ability, oldenough | to know how, and yeung enough to promptly | perform their duties. Considerable interest will be felt in the deci- sions of the Ohio republican convention, which meets at Cincinnati to morrow. The quarrel over an endorsement of President Hayes’ | Policy will probably be compromised, and the party will prepare in earnest to make a strong effort to regain the state, which they lost in 1877. As Bishop, the democratic incumbent, is only a minority governor, and as many of his official acts have created dissensions in the | party ranks, the republicans enter hopefully upon the campaign. Its result will be signifi- cant of the drift of public sentiment, and wiil afford a basis of calculation for the election in 1880, ———_~++e -__. Tt would be a proper thing for the people of the District to make some public recoznition of their appreciation of the patient, intelligent labor given by Congress this session to Dis- trict interests and District burdens, resulting in the passage of the important measure of relief that has to-day received the President's signature, and is nowalaw.
