It is quite evident that the Southern papers take no stock in Mr. Montgomery Blair's expectation of unseating Hayes as the out- come of the investigation. The Baltimore Sun remarks that his opinion “seems not to be entertained by any prominent democrat of either house of Congress The Baltimore Gazette tells Mr. Blair that the adverse report of the House Judiciary Committee on the Maryland Memorial and the Kimmel bill was the proper thing for that committee to do. The Richmond Dispatch proceeds at some length to show, first, that it is not the wish of the democrats to assail Mr. Hayes’s title; and S:eond, that there is no method by which it could be done if they were so disposed. In | the first place, it says, there is no law under which any proceedings can be begun in any court to test the title of Mr. Hayes to the Presidential oftice. In order to the establish- ment of such a law, either Mr. Hayes mas? sign a bill to provide a method for testing the titie to Lis own office. or else the democrats must two-thirds majority in both houses of Coagr ss, and pass such a bill over the veto. The present House of Representatives has not the time, if it were inclined, to impeach Mr. Hayes. But, says that paper, ‘even if we concede that the House could possibly be guilty of an act of such stupid folly as the im peachment of Mr. Hayes would be, the Senate would dismiss the articles of impea short order. Nothing less than a two-thirds yote in the Senate can remove Mr. Hayes from office.” There is a certain degree of uneertainty about election returns from Oregon for the frst week or two, but if the present reports are sustained by the final count, the demo- crats wi na Senator and a Congressman. This will increase the demoeratie strength in the U ate to at least 41 of the 76 mem bers; and will aid the House demoerats in keeping contro! of that end of the Capitol. The deficiency appropriation proposed for the Post Mice department is entirely inade quate. It appears that the department has been authorized by the various appropriation Dills to expend $34,103,143, to. meet which the sum of #?,493,725 bas been appropria’ed out of the general treasury, leaving a balance of 649.418 to be supplied from the postal rev. enues. The difference between the probable revenues and this amount will give the prob- able deficit. The revenues for the six months ending on the 3ist of last December were $14,255,315 45. At this rate the amount for the entire fiscal year would be #28, leay ing $2,142.787.10 to be supplied in some way. and for which a further appropriation from the Treasury is asked. The deiicien ii just reported appropriates for this pucp $550,000, or something over a quarter of the necessary am unt. It is impossible that the receipts of the last six over the first six months of the year shoud be $1,592.787.10 which, in addi ion to the proposed deficiency appropriation, will be the suin required to enable the department to cover the amounts which it has been authorized to expend. ——- «-e- Among the evidences of upheaval in Ger- many is the development of a silver party that maintain that the pecuniary distress existing in that country is due to the demonetization of silver.
