The time and place of the European peace congress are determined, and the principal delegates have been appointed. One week from to-day the representative statesmen of Europe will assemble at Berlin. The import. ance of the questions to be discussed before this meeting, and of the decisions to be arrived at, as well as the distinguished character of the representatives composing it, will give great interest to its sessions. The form in which the invitations tothe congress are issued indicates that Russia has withdrawn from the position which -he has up to this time persist- ently maintained, and that, in respect to the technical point at issue, E.gland is victorous. The congress meets for a “free discussion of the whole contents of the treaty of San Stefa- no.” But the extent of the concession which Russia has made is limited by the fact that be- fore permitting the whole treaty to be laid formally before the congress, that power has come to an understanding with England by which, in effect, specified parts of the treaty | are not subject to modification.
