The reports in regard to the confessions of Dr. Nobeling, who shot Emperor William, are contradictory. It is now declared that he is neither a socialist nor an ultramontanist, but a Protestant of good family and position. On the other hand, dispatches to leading London papers assert that he admits having been in a conspiracy to shoot the Emperor, and that the lot fell upon him. If this is true. the work al- lotted to him was the decree of a socialistic organization, and the fact that he was a mem- | ber of an organization of this kind shows the extent of its ramifications, extending, as in Russia, to the ranks of people of wealth and position. On the theory that the attack upon the Emperor was the work of the socialists it is remarked as singuler that it was not directed against Bismarck. who is per- seeuting them with charac.eristie vigor. The aim of the secret societies seems to be | directed, however. at rulers,ard not min- | isters; and as Bismarck years ago encouraged | socialism, or liberalism in Germany, perhaps | he is now held to be not at heart unfriendly to the doctrine when not carried to extremes. While the attempt at assassinating Emperor William is held in proper abhorrence by all Tight-miuded people, there can be no doubt that there is creat spread of iiberal ideas in Germany, and which may develop some day in the establishment of a republic. Thy German Parliament, it will be noted, while will ng to take measures to pumsh would-be r refuse to pass the stringent laws demanded by the government for the suppression of the ex- pression of Liberal or socialistic opinions. E. W. Stoughton, U. S. Minister to Russia, has been summoned to testify before the Pot ter committee. No doubt his testimony is intended to contradict Auderson’s story of what took place at the alleged interview be- tween him and Sherman at the New Orth restaurant. Anderson states that Stonghton was present but “took no part in the eon- versation ; he sat by reading a newspaper and apparently did not hear what was said.” It deemed more than probable that Stoughton who is a shrewd old lawyer, did hear what was said, aud therefore his testimony is of importance. We thought when Judge Hilton said it, that some trouble would come of iz, and now retri bution has indeed overtaken him. Represen tatives of the alleged gentler sex to which he Slanderous’y ascribed an unwillingness to live in a luxurious hotel from which men are ex: cluded, will hold an indignation meeting at the Cooper Institute to-night, and will give vent to their feelings in a series of resolutions.
