THE EVENING STAR. WASHINGTON: MONDAY.. seeceeeee, Stine 3, 1878. CROSBY 8. NOYES....Editor. The bill providing a permanent form of gov- ernment for the District of Columbia is now in the hands of a conference committee com- posed of men familiar with District affairs, andin whom the District people have confi- dence. These gentlemen understand the dis- tressed condition of the tax-payers here, and the imperative necessity that there should be some legislation this session for their relief if the remainder of their property is not to be confiseated at tax-sale, as alrealy two-fifths has been. Under the circumstances th-y will no doubt, in the interests of this bur- dened community, give patient labor to the task of reaching a harmonious settlement of the various points of disagreement between the two houses. The people of the District wil! cheerfully accept any shape of agreement that saves to them the fifty per cent. equity. This is the great mat‘er of interest to them. If any of the minor features of the bill should prove Cbjectionable in the light of experience, they can be easily remedied at the next session of Congress. The equity propor ion, the great measure of District relief, having been passed upon favorably by both houses, the District people now look with hopeful expectation to the conference committee to see it shaped into permanent law. en Anderson's Story. The story of Anderson before the investi- gating committee Saturday had a certain dramatic effect, but in the light of its discrep ancy with his previous testimony, and the fact that he has been notoriously “on the mate.” the publie will give credence to his Statements only so far as they are confirmed by unchallenged documentary evidence.
