(THEA BOHEA,) THE EVENING STAR, | S*°°? SEAF 7B. DOUBLE SHEET. | WASHINGTON: ATURDAY..,. +..May 25, 1878. CROSBY 8S. NOYES....Editor. Average sworn Daily Circulation over 17,600—being a much larger bona fide, regular and circulation than permanent that of all the other daily papers is city added together. Ce EEnaneE An interesting paper on the relation of sewer gas to the production of specific diseases eaused a lively discussion on this subject in the Social Science Association, at its Tuesday Session in Cincinnati. The opinion was ex- Pressed by the writer of the paper (Dr. Rob- erts Bartholow) that under certain conditions Sewer gas affects the organism of manina peculiar manner, causing failure of appetite, general malaise. a high degree of nervous irri. tabiiity and constantly increasing weakness; but that no specific germ exists in it contrib- uting to definite disease. The low condition ef health induced by inhaling the gases of sewers, produces prostration of the nervous system, and persons thus affected become a ready prey todisease. Of these not all suc cumb, but only such as are the most suscepti- bie. According to this view the sewer gas Prepares the system for the reception of dis- ease, and does not directly cause it in any Specific form. Itisalso suggested that little danger of sewer-gas poisoning need be feared if suitable arrangements exist for ventilation, as the gas becomes harmless by diffusion tirough the air. The discussion that followed the realing of the paper brought out the opinion that there is no necessity for the existences of sewer gas in dwelling-houses, and that sewers can be so. construeted and such measures be taken to nentralize the poisonous gas that a!l danger will be removed. ——_«+e-__ E'sewhere will be found the able and inter- esting address of Mr. McLeod, curator of the Core (delivered at the art exhibit of the P: Washi eonditi pols yesterday) upon art in and prospects of that gallery as identified with the cause of art education. What has already been achieved by that insti- tution is remarkable, but it is yet but at the beginning of the crand mission of usefulness it will accomplish when the projected tree school of art shall have been established, with, in the words of Mr. MeLeod, “every facility for the study of drawin: modeling, nd for the promo- the land.” A test ca connection with the Pennsyl- Vania riots, fixing the responsibility for dam- ages done by the mob to goods detained by the strikers, has been decided against Allegheny county in the Beaver county courts. Verdict was given for the full amount of the claim. The county will carry the case to the State Su- preme Court, its defence being that it is not liable to any sufferers, except its own citizens: that the riots amounted to an insurrection, and that in those cases where the railroad offi- cials can be shown to be at fault in bringing the property into Pittsbur; stroyed, the responsibility is shifted from the county. —————e- ____ An article in another column upon the phonograph, gives a striking history of the progress of that invention up to the time when the genius of Edison enabled it to“ speak for itself.” ————_+e-__ The Senate is making progress with the Dis- trict bill, and will perhaps get through with it to-day. It is satisfactory to note that while there is a division of opinion upon various features of the bill, there is none upon the jus- tice of the fifty per cent. feature. Indeed, Messre. Bayard and Whyte express the opinion that the government allotment should be more than that. ——____-<+e--_____ In view of the result of the late presidential election, the expenses of candidacy, and, now, a libel suit claiming $50,00) damages, brought in the same connection, it may be assumed that Mr. Peter Cooper almost wishes that he hadn't run for President. There seems to be a prospect of the indefinite multiplication of international expositions. The industries and the arts have begun to assert themselves with vigor. America in 1876 and France in 1878 have received the world, and now Italy keeps the ball rolling by ap- pointing 18%] as her receptien day ——<+-e —___.. No one, perhaps, in his wildest flights of fancy has ever imagined that General Butler, with his well-known prejudices, would con- ceive the idea of sending another paper into the world. But the House has passed his bill to establish an official Gazette, and unless the Senate kills the project, a model paper, after the General's notions, will be issued, contain. ing no record of, or unpleasant comments on the actions of politicians, but brim-full of the most thrilling official advertisements. $< -_____ The Shah of Persia is expected to make a tour of Europe, and has got as far as St. Petersburg. If he visits Berlin, Paris, and London also, he will be made to see his own interests from many different standpoints. He could not have chosen a better time than now, when the political situation is so strained, to make a sensation in his European travels, His acquaintance will be cultivated with per. severance, and he will no doubt return to his palace exalted in mind, and with some useful hints as to the best course in which to steerthe Persian ship of state. ————20e--__— Minnesota is excited over its first impeach ment trial. Mower county is arrayed against Judge Sherman Page, of the tenth judicial court, and the latter has been impeached for the alleged use of his official position to gratity vindictive personal ends. The judge is not content with acting on the defensive in the battle, and is bringing libel suits against the newspapers. Altogether it isa y quarrel.
