THE EVENING STAR. WASHINGTON: MONDAY. ...May 20, 1878. CROSBY S. NOYES... Editor. Avercge sworn Daily Circulation over 17,500—being a much larger bona pide, regular and permanent circulation than that of all the other daily papers in the y added together. —_—_—— When the Madeira and Mamore railroad is | finished, it will turn the trade of the rich Bo- livian plateau intothe Amazon and give the United States, as the nearest great manufac- turing nation, an advantageous business open- ing. But an unlucky fate seems to attend at temps in this direction. The long series of misfortunes which has baffled every previous effort continues and endangers success in the present case. The Metropolis carrying workmen for the railroad was lost. The Mer- cedita in making its way up the Amazon run aground frequently, and its trip was sodelayed that the provisions gave out and the men fell Sick with the fever. After considerable suifer- ing among its erew and passengers the Me cedita finally reached its destination. Here the workmen found inadequate arrangements made for them, and wer* compelled to put up with insufficient food and shelter. Swarms of gray ants tortured them, vampire bats sucked their blood, and scorpions and other venomous creeping things added to their discomforts. The discontent among the men led toacon- | Spiraey and muti: Which were repressed with difficulty. ‘Whether the accounts received here of these unpleasant features are exag- gerated or not, it is evident that there are se- rious drawbacks to the p ures of railroad building in Brazil, and ‘hat the contractor Who succeeds in constructing one earns his money. Matters are said to be in better shape now along the Madeira and Mamore route. and it may be that the railroad will g rapidly to completion, the list of possible mis- fortunes being exhausted. In t! e view of Governor Van Zandt, of Rhode Island. the Potter investigating resolution is a Strategie move by Tilden to secure a renom nation. To a New York Herald interviewer the Governor said that he considered the ta ties of the ¢ tie Congressmen as revolu- tionary and exceedingly detrimental to the business interes:s of the country, and he though’ that the democratie party could have selected no more certain means to secure their overwhelming defeat at the next Presidential election. He did not believe that the most intense partisan in the ranks of the party could imagine fora moment that they could affect the title of the present incumbent of the White House, whose election had been de- elared by the highest tribunal in the land. In answer to a question as to who he thought was responsible for the reopening of the vexed question, he said that he was inclined to think that the movement was the result of pressure from certain pron inent western nembers { the party, Who by temperament and edueation had revolutionary ies, and that t were by Mr. sho expect by the present move to secure for him the next democratic nomina tion for the Presiden iste The democratic investigation is now fairly launched, and if the parties who invented it Will be centent to contine its range to the pro. curement of campaign capital all will be well; but if they have a concealed purpose to upset the Presidential settlement and throw the whoie country into turmoil they spee lily find that the pr: business people of the nation will not stand any such nonsense. ———~--—___ And now Vermont. ording to the fashion of the day, has started a new party. It seems to be a composite of communism and “Ameri ean Its platform deelares that “every law which tends te make the rich richer, and the poor poorer, is an outrage on American liberties: there should be no privileged class; the laws should defend but not abridge the rights of the people; public offices should be filled by native born cilizens, chosen for their moral and intellectual worth. rather than for their wealth or political inthuence ; foreigners should not be enfranchised until they under- Stand and appreciate our institutions and be come naturalized in principles and sympathy ; enfranchisement should be subject to educa tional qualifications; no public money should be used for sectarian purposes; wars are un just and barbarous, and international courts should be established.” A convention to ve composed of one delegate from each town (to be chosen June 2),) is called to meet at Mont- pelier, July 4,to put a state ticket in nomina- tion, and county tickets are to be nominated July 18. The Vermont papers seem to think that the new party will not make much headway in that agricultural state, but after the unac- countable growth of the greenback party in Maine there is no telling. Ex-Congressman Seott Lord, of New York, who in the last Congress was among the dem ocrats who sustained the E'ec.oral Commis- sion, expresses the @pinion, from the ruin of the Speaker that the question wasa privileged one, and from other circumstances, notably the action of one of the states, that the Potter resolution is intended as the foundation of an assault upon the title of Mr. Hayes to the Pres- ideney. He is surprised that only two South ern men opposed the resolution, and thinks the chivalry of the South would have been shown more conspicuously in defeating it. Hayes, he says, in accordance with the letter he had written before the inauguration, lifted from off the South the nightmare of military domiaation, and is really a non-partisan Pres dent. Had Mr. Tilden been President, the question of military domination would have remained a partisan one, and he (Lord) is afraid it is again drifting in t direction. Ex-Covernor Noyes doesn't seem to seare very badly over the prospect of being investi- ated about the Presidential! settlement. At any rate he telegraphs home asking to be p om the witness stand The convention of the Methodist Eyiseopat Church South has passed resolutions recom mending that a grand centenary celebration of American Methodism be held in Boston, December 2th, 1854. This aetion is the result of strong efforts made to effect a renewal of fraternal relations between the northern and southern branches of the Methodist church, which were separated in the la'e war. The northern branch has before this taken steps towards reuniting the church, and the pro- posed meeting will, if carried out, mark the Successful accomplishment of the plan of con Solidation. ——---e-__. The Diaz government seems to have sup pressed the latést Lerdo outbreak, and is now ready to settle the fresh border complications which have arisen With the United States. It would not do for the Mexiean government not to have a difficulty on hand. ———re-—___. In connection with the strikes of cotton operatives in Lancashire, which have lately ¢aused serious riots, figures are given to show that the number of spindles in Great Britain, tug United States, the European continent and India, have increased in seventeen years ma 47,823,127 to 70,331,000, while there has fen nothing like a corresponding increase in the demand for the product of the spindles. Adispateh from our Consul General at Lon- don also calls attention to the fact that Ameri- can competition has had so great an effeet in decreasing the English cotton business, that either working hours and wages must be re- auced or some of the factories discontinue operations entirely, the production being entirely too large forthe demand. The suy rior quality of American cotton goods, as well as their cheapness, have enabled and will en- able us to compete successfully with England, and to obtain more and more of this valuab trade. —_—_————_-26e--—____ The boys who like to be on hand in these nice little junketing parties, are laying their cards to go down south with the House inves- tigating committee. What with House officials, stenographers, clerks, ete.,ete., &., &€., the party will be a pretty formidable one, and Mr. Stephens’ reported estimated cost of the inves- Aigation—#1,000,00 at least—is probably not a yrild one.
