The provision in the House bill re. iring the Commissioners to give bond in the sum of $0.0", is stricken out. Why? New charges are put on the District through the enormously inereased powers given to the foard of Health. That board, for instance is not only made indepepdent of any control by the District government, but it is author. ized to drain, fill up, or reduce grades at wi and the Commissioners are required to assess whieh the work has been done. This strikes us as an extraordinary power to be lod: @ health board. acting independent of an trol whatever The present rate of taxation. $1.50 on the hundred. is increased to #2. per hundred on hoth reai and personal property. Considering that the assessment upon property is about double what it can be sold for, this rate of ation is oppressive. To have had any fair hould have been coupled with a pro- tucing the assessment at least one con- ness, it vision r half In section 5 it is provided that for any paving or sewer work “the total cost of which shall exeeed the fsum of five thousand dollars, notice shall be given in one newspaper in each of the cities of New York, Philadelphia, and Washington. for one week, for proposals.” This provision does not seem to us to be suffi- ciently guarded for the protection of the tax payers. Can the District afford to pave its reets ata cost of over $2 per square y: at ought to be the maximum. and there is no doubt that il could be done thoroughly well for 31.50 per yard, and even 41. ‘The effect of the restriction in regard to the eligibility of a District delegate to Congress, will be to confine the selection to some one who bas resided in the District for a term of years ; and it will be noticed by the provisions of the amendment that the delegates for the Sth and 46th Congresses are to be elected at the same time, and under the same restric. tions. ave heretofore expressed the opinion that ate to Congress will not be of much p are te have one let us have the range of selec- tm wide enough to seeure a man who ean be the most influential and ean do the most ser- viee. If an old citizen can do that, all right; if a newer one bas the requisite qualities, let us the power to utilize him. These are some points of o! cur to us in a burried examination of the sub- stitute bill, that we think the Senate will do well to conside: We print to-day an interesting communica- tion on the subject of the Potomac fisheries. This question deserves serious consideration, and should be viewed from every stand- point. The decline of fisheries is becoming a subject of comment in widely-distant sections of the United States. The Cincinnati Com mercial, in discussing the condition of affairs in Ohio, ealls attention to the alarming de- crease in the number of white fish in the lakes, the depletion of the small, interior Streams, and the prospect that in a few years the best food fishes in the Ohio river will be- come extinet. There is a resemblance be- tween the Potomac and Uhio rivers in respect totheir fisheries. In both the wholesale slaugh- ter of the fish at all seasons, even in spawning time, and lack of protection owing to divided jurisdiction, have depleted the waters. At the present day the excellent law of Ohio, which makes it illegal to ecateh fish in the spawning season, does not apply to the Ohio river, since Kentucky has failed to pass a Similar law, or in fact any law on the subject. With the fish every year growing fewer and smaller, and no protection to be obtained ex- cept with difficulty, the cases of the two streams are similarly unfortunate. —~-re -____ It seems that there are brighter prospects ahead for the Erie canal. It is said that the amount of freight to be transported is now so large that there are not enough boats to carry it. With prudent management there is no reason why the canal should not prosper. The remarks of the New York press upon the action of the House democrats yesterday és not Complimentary, it will be seen. ore —___ It is not so surprising after all that Mrs. Giles was able to sing for three consecutive hours at the Cooper Institute. Singing and speaking are akin, and we feel sure that the Jamented Mrs. Caudle could. after suitable practice, have surpassed this record. It is evident that in trials of this kind it is the endurance of the audience which is to be tested. Hearing the same person sing with- out intermission from hour to hour is a far severer test of endurance than walking. riding or waltzing indefinite'y. —————~~+e-—__ There have been several openings lately for stirring editorials on the freedom of the press. | England restricting the native Indian press, and only rescinding the order because it was necessary to discover the popular feeling on the subject of war with Russia: Russia sup. pressing the Golos because it called for war: and now Germany proposing to muzzle the | newspapers, mi ght all serve for texts.
