‘THE EVENING STAR. DOUBLE SHEET. WASHINGTON: SATURDAY. CROSBY S. N 17,500—being a@ much larger bona fide, regular and permanent circulation than that of all the other daily papers in the city added together. ————— Legislation Needed for District Ex- penses This Seaso: A general anxiety prevails among our citi zens to kpow what can be done the present season by our District authorities in the way- of street improvements or repairs to our de- cayed pavements, and wrere the roney is to come from to meet the costs for ac.ual neces- sary work, in view of the unceriainty of any action by Congress changing vur form of gov- ernment in time to be of practical use the statement to the House District commiiiee, have shown that the District treasury will be nearly depleted at the end o¢ the fiscal year: that on the Ist of July there will be due 75 interest on the old funded debt, for | ho provision is made; and that from | the Ist of July to the Ist of November, when the semi-annual taxes are payable, the Dis trict will be in recept of but liti'e revenue. They have asked that some provision be made to enable the executive authorities of the District to meei the interest due July Ist, and the current expenses of the govevament } current year. The Commissioners, in a recent | | from June 30th tothe Ist of November, and they place the sum needed at $100,000. They have suggested that the Secretary of the Treasury be directed to advance to the Com missioners or their successors in office, be: tween the Ist of July and the Istof Novem. ber, such sums as may be required from time to time for payment of interest on the old funded debt and for current expenses not to exeeed the amount stated, to be reimbursed out of the revenues of the District on or before the expiation of the fiscal year ending June wth. 1S THA list of the streets and avenues on which repairs are absolutely necessary to keep them in passable condition has been furnished to Congress, together with the estimated cost for | sueh repairs: and a bill is now pending, in ae cordance with the suggestions above to meet the absence of such permanent appro priations as are anticipated to be made inthe | bill for the permanent government of the Dis- | triet, and it is probable that the provisions in dicated will be made for the current year, as none of the benefits from the law under the new governmert can be felt until its inauguration, and its estimates are approved by Congres: and all in ranning order. The Commissioners do not anticipate any dead-lock. j ‘The Decline of the Potomac Fish- eries. Elsewhere will be found an article upon the | notable decline in the Potomac fisheri the views of Prof. Spencer F the U. Fish Commission remedying theevil. Itappears that | covering the river with every ingenious mode of appliance for capturing the fish duving the | ly | { | | through spawning season. we have p ty effectu: killed the goose that laid the golden eggs. As | long ago as 1832, 25,500,000 shad and 750,000. | herring were caught a ly in the Potomas. It is estimated that the present shad yield of the entire river is not more than 25,00; or !ess than one per cent. of what it was half a century ago. Shore nets, gill nets and ail the other murderous traps and appliarees by which the fish have been harassed and de- stroyed in seeking a breeding piace have done the work efiectualiy, and an imme source | of food supply has been cut of for all the | Potomac region. The remedies suggested are artéileial propo- gation and legal protection. The mode of carrying out these remedies are indicated in the article elsewhere. There are difficulties in the way of legisiation fur legal protce.ion, owing tothe divided jurisdiction? of the Po- tomac between the siates of Maryrand and Virginia ; but where the common interests are ‘So great in cultivating and protecting such an enormous source of wealth to both it would seem that there should be united action. When it is called to mind that the Potomac half a ceutury ago yielded annually six hundred mil- lion pounds of fish, the enormous money value involved ina restoration of the omae fishe- ries to that fruitfulness can be estimated. While we are casting about for sources of in- come and cheap food, here is one of almost in- calculable importance, lying neglected right at our feet. ——__+<+2- -____ Iu the struggle between Kearney and the committees, the Great Agitator appears to have come off second best. The decisive bat- tle was fought at a great mass meeting of the workingmen in San Francisco, of which Kear- ney had announced that he would take charge. But circumstances over which he had no con- trol compelled him to change his mind, and he retired with his followers and held an opposi- tion meeting in the street. But Kearney crushed to earth shall rise again. He will pop up into prominence like a Jack-in-the-Box when the pressure is removed. | The conflicting schools of diplomacy repre- septed by Gortschakoff and Ignatief would | antaonize each oiher, but the jeal- | ousy of his young rival which has arisen in Gortschakoil pow gives a personal bitterness to the strugsie between bim and his former | pupil. The recovery oi bea'th and vigor by the old diplomatist is marked by the exclusion of Ignatieff from the councils of the Emperor. The secret, subile, cautious sysiem of the old school, and the bold, strong, headlong policy of the new, may be both utilised, each in its proper season, by a master hand. But it seems how that the antagonism beweeu the two schools has risen to such a piich that one must give way entirely. At this juncture Gortsehakof would, peibaps. be best in con- trol. If peace is desired, no one can obtain it so advantageously as be. But when shots in stead of diplomatic notes are excha: then Russia will need the bold and energetic Igna- lief. Some person, professing to write a history of the Epiphany church, in this city, for the Post, says It is recorded inthe history of this church, that the papers were parvcularly unfriendly to it, especially THE EVENING STAR, which, it is said, ‘never m: d the chance of sending a shot among its ks." The reason of this ac- tion does not appear. This will be news to the readers of THE Stan. It is a silly falsehood as far this paper is concerned, and we presume is equally so regarding the other papers. ————_-+e —___ A dispatch from Madrid says that the jpan- | ‘sh government has induced Gen. Martinez Campos to remain in Cuba and direct another | campaign against the insurgent Maceo and others and has granted him $2,.00),000 and | 10,000 men as reinforcements. Another dis- pateh of the same date, from Havana, Says at the surrender of the insurgent chief ceo is officially announ ou. r Cuban complication. That precarious affair to which the Philadel phians have given the odd name of the Perma nent Exposition had one of its semi-oceasiona reopenings yesterday.
