They have asked that some provision be made to enable the executive authorities of the District to meei the interest due July Ist, and the current expenses of the govevament } current year. The Commissioners do not anticipate any dead-lock. j ‘The Decline of the Potomac Fish- eries. There are difficulties in the way of legisiation fur legal protce.ion, owing tothe divided jurisdiction? of the Po- tomac between the siates of Maryrand and Virginia ; but where the common interests are ‘So great in cultivating and protecting such an enormous source of wealth to both it would seem that there should be united action. When it is called to mind that the Potomac half a ceutury ago yielded annually six hundred mil- lion pounds of fish, the enormous money value involved ina restoration of the omae fishe- ries to that fruitfulness can be estimated. While we are casting about for sources of in- come and cheap food, here is one of almost in- calculable importance, lying neglected right at our feet. ——__+<+2- -____ Iu the struggle between Kearney and the committees, the Great Agitator appears to have come off second best. The decisive bat- tle was fought at a great mass meeting of the workingmen in San Francisco, of which Kear- ney had announced that he would take charge. But circumstances over which he had no con- trol compelled him to change his mind, and he retired with his followers and held an opposi- tion meeting in the street. But Kearney crushed to earth shall rise again. He will pop up into prominence like a Jack-in-the-Box when the pressure is removed. | The conflicting schools of diplomacy repre- septed by Gortschakoff and Ignatief would | antaonize each oiher, but the jeal- | ousy of his young rival which has arisen in Gortschakoil pow gives a personal bitterness to the strugsie between bim and his former | pupil. The recovery oi bea'th and vigor by the old diplomatist is marked by the exclusion of Ignatieff from the councils of the Emperor. The secret, subile, cautious sysiem of the old school, and the bold, strong, headlong policy of the new, may be both utilised, each in its proper season, by a master hand.
