The bill is now under consideration by the House Dis trict committee. and its importance to the business of Washington will justify the use of So mueh of our space to give an idea of its character. ‘The presence of the Ci Maine is exciting the Canadians. They are measuring their strength in point of cruisers, with a view to increasing it for the better pro- tection of their fishing fleet. The sensation aused by the arrival of the Cimbria attracts attention to the fact that England has not yet so protected her vulnerable poiuts as to be ready for war. off the coast of One of the theories put forward in regard to the explosion in the Minneapolis flour mills Was that the communists had eommenced a War upon capital at that point: but the more probable explanation is that the explosion ame from the fine middlings produced by the patent or Hungarian plan of making flour. In this process, which is in use at the Minneapo- lis mitis, the grain is first run through rollers It is then taken to the large nills and there crushed. The crushed grain is placed in common reels, the bran sep- arated, and the fine flour bolted off, leaving the middlings or grits still full of very small particles of bran and flour. The middlings are cleansed by being passed over inclined sieves, through which a blast of air is con stantly passing. The coarser grains are thus sifted out, while the fine dust is blown into the air. The middlings after being cleansed are extremely fine—finer than sand—but do not adhere like flour. They are run into huge bins holding as much as 300 barrels, and there kept until ground into flour. These middling when exposed to the atmosphere are extreme- ly explosive. Everywhere in the burned mills eS were posted forbidding the use of ches or open lights, especially near the middling bins ++ _____ In Governor Denni: resignation of his Commissionership the District will lose a faith- ful and conscientious officer. It will be a matter for congratulation if he is replaced by as good a man. —_~-+e-___. Theterms in which the official recognition of Mexico by the United States is couched, prevent Mr. Vallarta’sdiplomatie victory from exciting unbounded enthusiasm among the Mexicans. The words of our government Seem to imply that the recognitionis a conces. sion on our part for the purpose of relieving Mexico of embarrassment in fulfilling certain obligations to the United States, instead of being something which Mexico can demand as aright, and which we ought not to withhold. Consequently the blood beils in the heart of one of the Mexican papers, and it expresses a | °F yearning desire to fertilize the soil of Mexico | 20 Biack GBEN ADINES, Lupin’s celebrated make, from 25, 31, 37, 50¢., &c. 100 Patterns of new LAWNS, 12 Plaid Swiss ORGAN DIES, yard wide, 12 4 LINEN for Suitings, from 12's cents up. But a good reason for believing that the Diaz government is not en- tirely dissatisfied with the issue of the matter. is found in the fact that the Lerdist organ is furious, more, perhaps, at the regulation itself than at the terms in which it is expressed. Lerdo is not confining his attacks on the Diaz government to the newspapers. An armed foree, upholding his claims, has been organized in our territories. and part of it has sueceeded inerossing the Rio Grande. Our government ill now proceed to show how much better we manage things than weak and revolutionary Mexico, which is unable to so guard its frontier that squads of marauding Indians can cross, by effectuaily preventing the violation of the neutrality laws, which the erossing of the border by this organized expedition would involve. We are forewarned, thi tempt isa serious one, and unless we check it we have no right to blame Mexico for similar though less aggravated failures. Col. Perry Carson, a well-known colored citizen, gives his views elsewhere on the ques: tion ef colored emigration from this Distriet. He opposes emigration to Liberia or South America. but favors going to the west. ———<+2-____ The reports of business in New York city donot show that the great improvement hoped | for there has been reached, but it may be worth inquiring if a portion of the business done in that city in the past has not been diverted to other quarters. Probably Balti- more, Philadelphia and Boston by their im- proved freight facilities westward are taking away some of the business that New York formerly monopolized. If New York is wait- ing, therefore, for a return of the flush times of an undivided western trade as a test of re- newed prosperity, she may disappointed but it would appear that she is doing a fair spring business with good prospeets ahead. Elsewhere through the country there seems to be a hopeful feeling, and especially in the west, where the prospects for abundant erops were never better. The number of bankrupt- «2S com! es to be formiddble. but this indi- wes nothing more than that erippied debiors are waking haste to avail themselves of the liberal provisions of the present bankrupt law before it is repealed. —————neemees: India aud Canada show their filial feelings ina way to make Mother England proud of them. Such excellent behavior on the part of India, who is only an adopted child after all, is especially gratifying, and England no lon- ger grudges the heavy expense of bringing up the rather unruly youngster in the way he should go. an _ it is painfulto be convineed that implici confidence cannot be placed in the statements of the English papers. But if we are to be- lieve our consul general at Caleutia, the story of the fortune af $24,000,000 left in that city by the death of a man named OK ‘efe, part of which was announced positively to have been received in London for the benelit of one of the heirs, is as unreliable as some of the news- Paper sensations of this country.
