THE EVENING STAR. WASHINGTON: FRIDAY. May 3, 1878. CROSBY S. NOYES... .Editor. Average sworn Daily Circulation over 17,500—being a much larger bona fide, regular and permanent circulation than | that of all the other daily papers in the city added together. mE Double Sheet on Saturday. In justice to our readers, who, from the pres. sure of advertising lately, have not had quite their rights, Tue STAR Will appear on Satur- day next in double sheet or eight page form, with an unusually large amount of varied and interesting reading matter. In order to meet tie extra demand which always exists for these issues. a very large editiou will be pub- lished that day. We need not say to the busi- ness men of Washington that an opportunity is here presented to get their announcements before the public such as they cannot other- W se secure; but we respectfully request that tho.e who desire to avail themselves of it Shall send in their favors as early in the day as possible. To be insured publication the same (ay, advertisements must be handed in Defore 12 o'clock, noon ; and it will be mutually adv» ntageous if they can be sent to the office the evening before. In the absence of definite news of any im- Portance concerning the European unpled antness, the American quill-driver is eon- 8 rained to resort to statistics, showing the capacities of each of the prospective belliger- ents in respect to men, money, credit, ships, criminals, paupers, pig-iron and various other | items, which are supposed to indicate a greater or less degree the comparative power and prosperity of the rival nations. The financial condition of Russia excites the deep- est commiseration. She has increased her debt as the result of the recent war with Tur- Key over 3500,000,000. In the past her expenses have rarely been kept within her revenues, and now the latter have been deereased near! $15,000,000, and the deficiency vill increase ease matters are kept at the present tension or War ensues, by the progressive depreciation Of the currency as well as by the heavy outlays fr mil tary purposes. It is estimated by the Augsburg Allgemeine Zeituny that to earry on war Russia must raise within nine months considerably over $590,00),002. A reeent un- sureessful effort to obtain a loan in Germany Shows that the nation’s credit is not goo’, Altogether, Russia may have goo reason to sigh for an international, bankrupt law. [t is very hard to prediet with any exactness what effect England's wealth and Russia’s poverty would have in determining the result of a struggle between them. Money is withont doubt the sinews of war, but as long asa n tion has a printing press and vast mate: resources in its own population, artificial sinews can be provided, which at times have served to carry ona suecessful struggie. But in a war of exhaustion, which is th most likely to be chosen by Great Bri h has in this duel, as in all inw , the choice of weapons, place . Russia would in all likelinood be the first to. ery “Hold, enough! We suppose the District committee of the House in amending the District bill, by making the rate of taxation $1.75 instead of 31.50 on the hundred, counted upon a heavy reduction being made upon the inflated assessments pr Vailing here. Members of Congress who think 91.50 a light tax, base th belief upon their home assessment rates, which are generally considerably below the value of property. s in this District there is searcely a sin- gle piece of property that would sell for more assessed value. If the tax is to the assessed value should be @educed at least one-half, and there should be a Jarge reduction any way. Tne di-pateh from New York published in Wdnesday evening’s STaR relative to the deaths on the steamer Rotterdam oceurring in the absence of medical attendance, eoupled with the statement that there was a chest of medicines in the captain's charge, which he did not dare to admiuister for want of proj directions, points a lesion which Congress would do well to heed. SAKS & CO.'B States bound from a port in this evuntry to any foreign port, or (if 75 tons or more) fron an Atlantic to a Pacific port, are obliged by law to carry medicine chests. This law has been in existence since 179), and was amended and amplified in 1805 and 1872; but the kind and character of the medicines, a3 we'l as the Proper directions for their use, are left to th discretion of the captain of the vessel or of the druggist who makes a business of puttin s up ships’ medicine chests, aud the object of the law is accordingly to a great extent de- feated. There is nowa bill before the com- mittee on commerce of the House which is intended to remedy this evil, and the matter will doubtless receive prompt attention at the hands of Congress. The Great West has shown that she is not to be beaten by New York in the matter of puzi- ligistic statesmen. The Ohio belligerents hive shaken hands after, instead of before the mill, and the cup which inebriates has washed away all traces of their anger. [t will not be Soeasy to wipe out the disgrace which a rough- and-tumble encounter in the upper legislative body of a great state involves. Montgomery Blair is ina state of mind on account of the cold shoulder given by leading democrats to his scheme for ousting Hayes from the Presidency. He has written a wea! {ul letter. in which he says: “Too many of those now holding influential hositions in the democratic party have be demoralized politieaily. They have no any respect for the constitution or faith people, and have allied themselves with money and speculative schemes to make the m themse!ves and their localities. This is the Secret of their compounding the felony by Which Hares obtained oflice. As the case now stands before the bublie, the democratic pa is saddled with the odlum of a transact nmed thus:—Tilden, a north. e the Jaekson-Benton stripe, who was elected by the people to put down corrup'ion and monopoly and corporate gov- ernment, was deposed upon fraudulent elee- tion returns under a bargiin with Hayes and Tom Scott to establish a southern Credit Mo- bilier swindle and plunder the Treasury with southern claims, the intriguers refusing to allow a state—one of the old thi:teen—to quas- tion the fraud in the courts of justice. Let this continue and the inevitab'e result will be the restoration of Grant in 1580 by the rally ot | the whole north.’ ty ———_~-e- -__. England resents the intimation that her list of paupers and criminals is largely increasing. It appears that in 1Sileight per cent. of her population were paupel and in 1334 there | were 22,451 committals for erime, while in 1375, in spite of the increased population, only three per cent. were paupers, and there were but 16,075 commutta's. The public hardly need to have their atte tion called to the fact that they are being bled heavily in the matter of schoo) books. There is no reason in being charged a dollar for a book upon which fifty cents wohld yield a handsome profit both to author and publisher. It is time this sel book combination was broken.—{ Detroit News. There is a wide opening {or reform in the ‘way of stopping the school-book swindle. The price of the books is not only entirely too high, but through the operations of the school-book drummers an unnecessary number of books are required for the pupil. The frequent changes of text books in the interest of the drummers is another evil. Here, where the tax-payers are compelled to pay for the school books of the large number of pupils whose parents are too poor to buy them, the burden for the purchase of this large requirement of high priced books, falls pretty heavily. ———__-~ee.
