In justice to our readers, who, from the pres sure of advertising lately, have not had quite tweir rights, Tug Star will appear on Satur- day next in double sheet or eight page form, with an unusually large amount of varied and interesting reading matter. In order to meet tie extra demand which always exists for these issues, a very large edition will be pub- lished that day. We need not say to the busi- n23s mn of Washington that an opportunity is here presented to get their announcements before the public such as they cannot other- Wise sect re: but we respectfully request that tho e who desire to avail themselves of it Sha!l send in their favors as early in the day as possille. To be insured publieation the same ‘ay, advertisements must be handed in before 12 o'clock, noon ; and it will be mutually advantageous if they can be sent to the office the evening before. 22 -—_____ Peculiar Workings of the Silver Bill. The passage of the silver bill brought about curious and puzzling results. Many things happened which, according to all prophecy, should not have happened, and few of those things happened which. by the same high authority, should have happened. But the Search for the effects of the bill now about ended, and brains are no longer racked to furnish explanations. One minor result. how- ever, seems to have been overlooked, though it follows logically and should have been fore- seen. The amount of money sent in the ordi- Mary way through the mails, which is by no means inconsiderable, has been largely de- creased. It is true that there is no aceurate record of the number of letters containing money mailed in the United States, but the percentage of them which reaches the dead letter office does not vary greatly «i where the dead letters containing money show a constant tendency in one direction, the same may reasonably and even confidently be as- sumed as the ease in respect to money letters general); TST8, 1.817 In January Y letters: were received at the dead letter vftic ntain- ing $2,605.22: in Febr 1,555, containing $2,560.25: in March. 1.491, containing 1: in April. 1.319, containing $19.75. The silver money is not sent by mail. because it ishea y and‘the postage expensive, and beeause, i$ | presence being so easily detected, it is moe liable to be stolen. Consequently, as the fra>- tional paper curreney is retired, the number of money letters decreases, as shown above. But there is another fact in the matter which will prevent an economical Congress from using this circumstance as an argument for cutting down the dead letter foree. In proportion as the work on money letters has decreased, that on letters containing stamps has increased. Denied a convenient monvy to send through the mails, the people resort to pos:age stamps for this purpose. In January, 1875, 3,282 let- ters contaming $6.91 were reeciv: in Feb- ruary 5, containing $30.57;in Mareh, 4,09 containing $5.85: in April, 4243, containing #451 The disproportion between the num. ber of letters and the amount con‘ained in them, noticeable in January when compared with the succeeding months, is due tothe fact that in one letter which come to the office in January, was a considerable remittance of stamps sent by a speculative postmaster to be sold at adiscount in New York. So far as the silver bill discourages the practice of sending money in the ordinary way through the mails it is perhaps beneficial. The United States has Provided by its money order and registry sys- tems cheap and comparatively secure means of transferring money. By simply enclosing it in an envelope and dropping it ina letter box it is exposed to great risk of loss.nd is a need- less temptation to those through whose hands it passes. Mr. Hendee reported the amended District Dill in the House to-day,and it was placed upon the calendar. It is to be hoped it wil not die there. The Rockville (Md.) The United States Cireuit Court in San Francisco recently decided that the Chinese are not entitled to become citizens. Get thee to Peru, John Chinaman! ———__-<<2-_____ More collisions along the Rio Grande, be- tween the Lerdoists and the regular Mexican troops, are reported. Mexico, having settled matters satisfactorily with the United States, is at peace with all the world except herself. The Anglo-Russian war is still considered impending and inevitable, but the prospective belligerents have not yet stopped making faces at each other and actually come to blows. Chieago is in a condition to take advantage of the Lankrupt law. Her treasury is empty, her ofticials unpaid, and the supreme court has decided that the city has no right to bor- Tow money in anticipation of the receipt | of this year’s taxes, which are not pay- able until 187% After the collection of taxes the city will be no longer bank- rupt, but the difficulty is to keep the mu- nicipal machinery going till the end of th year, with no money on hand and no power to | raise any. To complicate the situation, now that the police force is largely reduced for economy's sake, and is compelled to provide its own means of defence, the communistic outbreak is threatened.
