The facts and figures he brought forward to show why Congress should make this contribution for the support of the schools here, as it has for schools in the staies and territo. ries, were so conclusive that they ought to lay the foundation for a measure of perma- nent aid to the District schools. It is to be observed that while Senators Blaine. Beck and others thought it their duty to sustain the Objections of the conference committee to putting this appropriation upon the deficiency bill, they did not dispute the justice of the appeal in behalf of our schools. Mr. Blaine said he was ready to go as far as any one in doing anything possible for the schools of this District, or for any other interest in it that it was proper for Congress to patronize and encourge, but he indicated an opinion that the appropriation could not be saved by a disagreement to the conference report. The House, he said, is now considering the subject of the relation that should exist between the General Government and the District. He was disposed to think “that the House is approaching the subject in a liberal spi and that it does not desire to take a mere piecemeal of an appropriation to leave open the question whether it is a debt or a gift or an obligation this year or the next or the year after, but to settle it on some perma- nent basis.” — A struggle of some interest between two of the branches of government in New Mexico has been brought before Congress as a court of final appeal in such matters. The members of the Territorial Council of New Mexico are Imost entirely of Spanish or Indian descent, and are devoted Roman Catholics. The next move was the introduction in Congress of a bill to amend the incorporation act, and here the matter rests. Now that Philadelphia, by stopping her steam dummies, has withdrawn from compe- tition in the experiments for increasing speed in streetcar traveling without material dimi- nution of safety and comfort, New York forges to the front with her new ears propelled by pneumatic pressure. This is to be regretted on maby accounts, but there seems to be no rem edy. It has been apparent for some time tha’ this must be the end if speedy relief Was not afforded by Congress. Perhaps it is as well that the issue takes this definite shape. The impoverished tax-payers have Staggered for years under the burden of educating the children of all the rest of man- kind sojourning in Washington, and have at last breken down under the load. Though intended to apply to the latest confession of Mrs. Tilton, the theory fits the MeLin diselosures. His emotional or paroxysmal confession may be explained according to expert Hammond's theory by supposing, in his present dying con- dition. that he has heard the charge of fraud So often he has come at last to believe it.
