Doubtless some of our readers were mysti- fied yesterday by the vague account in the te.egrams of Nihilistic riots in Moscow, on the occasion of sending fifteen students of the University of Kieff into exile. The Nihilists of Russia are a party that has sprung into be- ing within the last twenty years, under the liberal rule of the Emperor Alexander. It con- sists of the progressive elements of the coun- try, and is composed largely of litterateurs and students. At first its doctrines were mod- erate, demanding nothing more than a reason- able amount of freedom of the press and pub- lie life, but it has gone on through the different Stages of modern materialistic philosophy, and under such social teachers as Fourier, St. Simon. Robert Owen and Proudhon, and progressing beyond all the leaders of advanced thought, has set up a school known as Nihilists, or believers in nothing. It speedily gained large accessions from the universi nd public schools, and | the medical students are said to have joined it | in a body. The extent of the movement fright- | ened the government, which prosecuted every body who showed the slightest sympathy with | it. All the conspiracies and political proseeu- tions which have taken place in Russia since 182 have been connected with lism. The numbers and influence of the organization nave been thus somewhat diminished, but it is stilla very powerful and wide-spread affili- ation. The movement includes many women, d it is stated in the telegrams that a woman named Vera Sassulitich was concerned in the recent disturbances. —__- +02 -_ The Eastern states do not feel a material improvement yet in business, but “out West” there are numerous signs of a return of pros- perity. Good crops and good prices have put the farmers in condition to pay off debts and leave something over for the purchase of lux- uries,such as they have denied themselves during the hard times. The price of western lands are advancing under the new impulse and the more hoveful prospects, and at the Same time a decided increase in the emigra- tion west is noticed. This is partly made of foreign arrivals and of emigrants from the Eastern states. The activity in Western rail- road mining and other stocks is indicative of the turn of the tide from the low water depres- sion. The East must ultimately feel the ben- ¢fit of the Western buoyancy and find a sale for its goods and manufactures. ————-<+e —___. Should Mr. Hendee be allowed permission to bring up the amended District government bill at the meeting of the House to-night it is to be hoped that body will put it promptly on its passage. The situation of this impover- ished people is desperate, with all the frightful burdens of Congressionally-created debt and taxation hanging over them, and unless some relief is afforded they must abandon their Property to the tax collector and go into vir- tual bankruptey. If Congress will pass the measure with the fifty per cent. feature, the citizens of the District can be depended upon to faithfully earry out what is required of them by the provisions of the bill. Should an elective council be one of these features, they will seek to eleet the best men for the place ; and in short, it will be their disposition to maintain their part of the partnership with Congress in entire good faith. ——<e2 -_____ Reports come from various quarters of the virtual resumption of specie payments by the banks. In Albany, New York, small payments are made from certain of the banks, and at Cincinnati three banks are said to offer their customers a choice between gold and green- backs. From the south the movement is more general. At New Orleans, Savannah, Wil mington and Atlanta no charge is made for gold if parties presenting drafts prefer the pre- cious metal, and at Charleston they are ready toadopt the same course. In the large cities, especially on the seaboard, where the bulk of the duties are paid, the banks seem disposed to wait until even the present nominal pre- mium on gold has disappeared. The colored Southera brethren seem to think that among the rights given to them by the constitutional amendments was that to have church schisms as well as the whites. Recent- ly a new denomination of the colored Metho- dists, styled the Southern Methodist church, has been started at Atlanta, Georgia, by mem- bers of the regular colored Methodist chureh which ex'ends all over the country. They al- lege as a cause for separation that the burdens inflicted upon them by the national church were unequal and unjust, and they complain that they do not get a fair share of the honors and privileges. There are, they say, six col- ored bishops in the church, every one of whom lives in the North, and they require each of the two colored Methodist Conferences in Georgia to pay 21,50 a year, or $3,000 between them The bishops seldom come South, and the re- formers say, “they do no good when they come, but only ask for money.” It is declared that they get nearly $50,000a year from all the colored Methodists in the South, though it is not asserted that they use all this fund for themselves. The Atlanta reformers announce @ purpose to labor earnestly to support and extend the new chureh organization.
