Suggested the Presiden’ ‘Whe mission? ‘That portion ‘a the Conkling interview in which the Senator is reported as having said that he suggested to General (then President) Grant the idea of the electoral commisston, would seem to be borne out by General Grant himself. In an interview with him, published just before his retirement from office, General Grant said, among other things, that Senator Conkling suggested to him the electoral com- mission as a means of peaceably settling the Presidential contest. It may be stated that the first sugges:ion ever made of the electoral commission was in a communication that ap- peared in THE STaR December 16, 1876, writ- ten, it is understood, by ex-Attorney General Williams, and signed ‘‘Salus Populi.” It was A Plan for the Settlement of the Presidential Question ;” and after sketching the outlines of the mode of selecting a com- mittee or commission for the purpose, the writer proceeded to say: “Some tribunal must be found or organized to determine this great question. There is an irreconcilable antagonism between the two branehes of Congress. The House holds that | the 22d joint rule is in foree, and the Senate holds that it is notin foree. The House will not agree toanything that appears to give the re ublicans an advantage, and the Senate | not agree to anything that appears togive the democrats an advantage. The steps that | Congress has already taken in the matter | Show that the claims of the Observatory are just and reasonable. Itis to be hoped that the commission appointed to select a site will per- form its duties with all the rapidity that is pos- sible under the circumstances, and that the report will be acted upon immediately at the Capitol. ee The tax !aws adopted by the M: aryla lature at its last session, made a numer of changes in the form of taxation. Tae list of Property exempt from taxation is eonsidera- biyenlarged, and the enumeration of the sever- al descriptions of taxable propsriy is mich more precise. Mortgages wholly upon pro- erty in the State are exempt from taxation. Bonds of other states are exempt only wien made so by the laws of the State under waied they are issued. All other bonds, except bonds of the government of the United States, are expressly declared to be taxable. So with all deseriptions of stock of corporations in Mury- land, no matter where owned, and of corpora- tions, no matter where situated, owned by re- sidents of the State. Express provision is made for the taxation of property of eorpora- tions the stock of which is wholly or in part exempt from taxation, an 1 which logs not fall withia the exemption. The ex notion of chureh property, instead of being confined to eharch buildings and the grouad actually covered by them, is extented to parsonages and to the ground appurtenant to both churches and parsonages which m ty be neces- sary for the use thereof. The ex: notion of hospitals and benevo'ent institutions, instead of being confined to those which are inteaded exclusively for the indigent sick, is mid> to embrace all institutions of the kind, and a similar exemption is ad-ted in favor of ed! tional and literary institutions, their build- ings and appurtenant grounds, furniture, libraries and equipment. The World's Conkling interview seems des. tined to make a sensation all over the couatry. Making all due allowance for the powers of embroidery of the reporter, and the proba- bility that a good deal of the matter is only shrewdly elaborated guess work, there ismuch of it that sounds so amazingly like what Conk- ling might say ina confidential talk, that it makes what Horace Greeley used to style “mighty interesting readii New Jersey, whose geographical character- isties have exposed her to a Congressional sneer, rises above detraction by a single lets. lative act.
