Enna The New York papers seem to look upon Becretary Sherman's successful negotiation of a sale of fifty million of four and a-half per cent. bonds, as rendering resumption a cer- tainty. The Times says that “there can be no question that with two hundred millions of | } gold coin in hand on the Ist of January nest, the Treasury will be abundantly able to meet all the claims likely to be made upon it.” ‘The T ne says the sale * will place at Secre- tary Sherman’s disposal more coin than he has at any time deemed necessary for specie YFesumption. The price is of no consequence: the government could well afford to pay 35,000,000. or even $10,000,000, rather than fail in its undertakings. But the contract made is very favorable to the government, and it Woult undoubtedly have been less favorable if the purchases of bonds on home account had not been extraordinarily large. The home €emand enables the syndicate to offer accept- able terms to the Secretary, and their pro- posal was ineomparably better than that of the national bavk The Herald says: “Steretary Sherman will practically resume eh the Ist of October, although he is not legally required to resume until the Ist of January. It be noticed, however, that several democratic Senators voted for it, so that it cannot be said to be a ty issue. Quite likely the House may dis- ee to all the Senate amendments to the de- ficieney bill, upon which this appropriation is placed. but in this ease the appropriation may be saved in committee of conference; the more especially as Congress does not give the money to the District, but simply ad- vanees it, to be returned to the U.S. Treasury from the District revenues. Montgomery Blair does not get much en- couragement from Congress for his quo war- ranto project. To be sure Senator Dennis, of Maryland, was obliging enough to present the Blair resolutions yesterday, but he took occa- sion at the same time to express such decided opposition to them that little comfort was to be gleaned from that quarter: and the further faet was developed by the remarks addressed to Senator D. from all quarters of the chamber, complimentary of his speech, that the Blair project will be generally scouted, in that wing of the Capitol at least. It is reported that the Senate Finance Com- mittee is decidedly opposed to the repeal of the resumption act. Certainly Secretary Sher- man is giving reasonable assurance that he ean resume at the date fixed. He has suc- ceeded in his negotiations with the old syndi- eate for the sale of $50,000,000 of the four and ahalf per cents.; which with his other re- sources will enable him pretty certainly to se- cure the $150,000,000 of gold he needs to have on hand by January Ist for resumption pur- poses. Doubtless under the influence of this Successful negotiation, gold dropped at the opening sales to-day to 100%, the lowest yet.
