THE EVENING STAR. | WASHINGTON: WEDNESDAY. April 10, 1878. CROSBY 8. NOYES....Editor. Average sworn Daily Circulation over 17,600—being a much larger bona fide, regular circulation than that of all the other daily papers in the city added | together. ‘To Advertisers. Advertisers are requested to send tn their an- Bouncements as early in the day as possible, and in all cases before 120’clock M. The Insertion in the H Bame day's Issue of those reaching the office after ‘$hat bour cannot be assured. ponents ee swer to the Engl dict: 5 The Russian reply to the English cireutar is drawn up with great caution and shrewdness. Its tone has not the bold ring of England's dispatch, which for a time roused certain yacillating nations like a bugle-call, but no indications appear of a foxy dodging of issues by the Russian chancellor. Lord Salisbury's assertions are contested point by point, not in an offensive way to be sure. but with firmness. In reply to the claim that the treaty of San Stefano creates a strong Slav state substan- tially under the control of Russia, 1t is an- swered that Bulgaria will be under Russian management no more than Roumania, which also owes its existence to Rus: The present independent tone of the Koumanian govern- ment gives some force to this s'atement of the is remembered that Roumania as she matter: but when it Russia has actually w wished, h: used her of ‘atitude when she objected to being plundéted in return for | valuable services rendered, and has threat- ened to disarm her if she does not submit immediately to the will of the Czar, it is not especially reassuring to be told that Russi will control Bulgaria no more than she doe Koumania. Ano-her important question is dismissed in this way: “There is no longer any pretext for debarring Russia from the possession of Bessarabia, as the freedom of the Danube is seeured by the in‘ernational com- mission.” Independent Roumania’s rights are here rated at theirexaect value as far as Rus- sia is concerned. If the powersare alarmed lest the freedom of the Danube may at some time be endangered by the Russian acquisi- tion of Bessarabia, the reference to the inter- national commission will not reassure them. All that Gortschakoff’s words on this subject indicate is that Russia's anour propre is in- vol in the Bessarabian matter, and that she will not yield exeept under compulsion. ‘The special point made against the English dlispateh is that it formulates objections with- out presenting practical propositions of a na ture to assure an unders'anding for the solu- tion of the difieulties. It remains to be seen | whether the Russian reply, which was designed | to “remove the unfavorable impression” pro- dueed by the English cir , Will have the effect intended. The New York Trifune enters its thirty-cighth year, and from the’ sents on the occasion it appears that despite the hard times it is now in business, cireula. tion, prospects as solid and sound as in | any previous year of its hisfory. The new | building. which, for atime was an elephant on its hands, is now, i stated, a source of handsome profit; affords ample accommoda- upon tion for all the departments of the paper rent free, pays in full all interest on the debt, and leaves a eash balance ef about 315000 a year from rents. The newspaper itself pays in these times, fairly.—the net profits last year being between $29,000 and $40,000. The average cireulation of ‘The Daily is larger than in Mr. Greeley’s time: that of The Semi-Weekly nearly the same, and that of The Weekly less, though still large. The Tribune is an excellent paper and de- serves its prosperity. ——__e+e —___ Montgomery Blair still has great expecta- lions in regard to his bill ousting Hayes from the Presidency. He is not the least worried, he says, by the derogatory comments made on his movement, and is confident that what- ever democratic members may say now in op. Position to it, they will all toe the line in its support when the fest comes. Mr. Blair may have reasons not known to the public for his faith in the success of his measure, but he cer- tainly cannot get any comfort from the tone of public opinion through the press; and the papers of his own politics are the most out- spoken against his scheme. Thus the Rich mond Dispatch, an influential supporter of Tilden in the Presidential canvass, rate. Blair's scheme as less practical than the Symme's Hole theory or Duff Green's bauk ing system, and adds: No man ever had a better title tothe presi- dential chair than has Mr. Hayes. Itis too good to permit anybody unwarped by preju- dice or pee n to dream of disturbing it. Be- sides, Mr. Hayes has so demeaned himself, has been so clear and just in his office, that none but peculiar men would desire to molest him. On the other hand Mr. Tilden has been on the wane since the election. There was want of ballas! in the early proceedings in his behalf. His followers feltihe want of aleader, and ali along down from that day to the present cer- tainly Mr. Tilden has gained not a friend, while we think no man will deny that he has lost hundreds of thousands, till just now there are some things afloat that are baeked like Seandals and relate to campaign expenditures that may not be just to Mr. Tilden, but cer- tainly ean do him no good. The new @ Book” shows that there are at present in the employ of Uncle Sam, 242 S$; 215 Baker: 463 Johnsons ; 1,097 Smiths! 5 Browns; 432 Davises; 4 Jones; 324 Thompsons, and The eleetion in Oregon on the first M in June is for state officers, ineiuding a ¢ nor, a legislature, and one member of Con- gress. The legislature is an important point in the canvass, as it will have the choice of a Unit ates Senator to succeed Senator Mitchell. In the present legislature the demo- crats have a plurality but not a major division being: Demoerats, 45; republicans, 41: independents, 4. The latter, however, have generally acted with the democrats, and it was this legislature which elected Mr. Gro- ver, a democrat, to the Senate. Ex-Governor Dennison, who is now at his home on a brief visit, is about to resign his p> sition as a Commissioner of the District of Co- jumbia, and to resume the practice of law in Columbus, for which purpose he has engaged reomsin the new Huntington bank building. Mr. Deunison’s public duties have kept him away from Columbus mueh of late years. His Huwerous personal and political friends will be glad to weleome him back toa permanent residence among us.—[Okie State Journal, ipril © The above appears in the editorial columns of the Jowrnal, and would seem to be authoritative. Nothing is known of the mat- ter here, further than that Governor Dennison, prior to leaving for Onio, expressed a disposi. tion to relieve himself trom an irksome posi- tion, to return to the more congenial oceupa- tion of his professio: —-__ Afraid Jay Gould will not have a pleasant impression of his visit to Washington this ses. sion. —_—___-+e--_____ Thirteen nurses graduated from the New ‘York training school yesterday.
