Havana Via Cedar Keys: A telegram brings the report that the loss of the steamship Agnes, off the coast of Flor- ida, will prevent the postal commission from going to Havana, and that they will return to Washington at once. This is unpleasant for the excursionists, but they may thank a mer- ciful Providence that it is no worse. Any- body who undertakes to go to Hav: ir Cedar Keys may think himself fortunate if he eseapes with life. The writer speaks from ex- perience, years ago. In the inhabited world there is probably not another such God-for- saken place as that den of pirates and timber thieves known as Cedar Keys, Florida. It is a trap where by a connivance of the affiliated villains of the Fernandina and Cedar Keys railroad (!), the Cedar Keys hotels (1) and the Celar Keys and Havana steamer line (1), vie- tims are caught and bled under prete ofa speedy conveyance to Havana, whereas the whole gang know, there is no steamer in read- iness to convey them. At any rate, that used to be the case, and we doubt very much if any missionary work in that region has effected a cange. The so-called harbor of Cedar Keys is a frand in a concatenation according with everything about the place. It is only semi occasionally that a steamer can get in or out there. The excursionists may properly be weleomed on their return, as reseued from the | grave, but in the interests of this community they must not be permitted to enter Washing- ton without passing a season of quarantine. We have every respect for the Postmaster General gnd the others, but the public health is paramount. The object of the resolution adopted by the association, will be perceived when it is understood that the necessary work on the business of the Pension bureau is very mueh behind, a faet mainly due to the redue- tion of the ical foree of the Pension bureau proper and the Surgeon General's office, and the unwillingness of Congress ina false view of economy to restore the reduced number of clerks. In the appropriation bill the following clause has been inserted, referring to the foree emp'oved in the Surgeon General's office: ‘and the entire clerical foree now employed on the Medical and Surgical History of the War. shall be employed on the work necessary to the prompt payment of pensions.” When it is remembered that the whole force employed on the Medical History of the War does not amount to 10 clerks—and that the publication is viewed by the whole medical profession, as one of great importance to the country and to medical s e wherever practiced, the propriety of disbanding these skilled clerks, and the economy thereof seems doubtful in. deed. Fisewhe —--re-___ It would seem that Mr. Foster, of Ohio, took np the eudgels in behalf of the Administration at the republican committee meeting Friday night, and ina good-tempered way showed that there was considerable to be said on that side of the question. In answer tothe hostile question, “What can we say to the people forthe Ad- ministration?” he is reported as replying that they could say, **That the Administration has beea in power a year, and that there has not yet been a single scandal connee‘ed with any department of the government.” That, he asserted, is more than can be said of any pre vious administration for forty years: “the administration is honest; nobody accuses it of jobbery: it is respectable, and no matter how much people criticise, no one ascribes its mistakes to dishonest motives. Its appoiutments have, on the whole, been good and its business efli- vientiy performed.” He then took up the southern question, and deseribed the situation at the time the President came into office. He | asserted that instead of the republican party having been destroyed in the south by Presi dent Hayes, it was practically dead in every State when the present administration eame into power. This fragmentary condition need not, however, worry Turkey at all. If the San Stefano treaty stands, the trouble will soon be remedied. Austria will absorb Bosnia and Herzegovina, and Greece Will be most happy to take charge of the south- ern provinces.
