In the concluding argument of Mr. MePher- son before the Committee of Banking and Currency, he very effectually disposed of the plea of the bank note companies why they should be permitted to take the work of print- ing the curreney from the Bureau of Engra- ving and Printing. It is clearly shown that the formerreason for dividing the work be- tween the outside companies and the Treasury department, which caused a Congressional committee in 1869 to recommend such di. vision, no longer exist. The business, as done by the bureau. was then newly organized and defectively managed. Under such cir- cumstances, it is not surprising that the suggestion occurred to the committee of 140 to require that no one establishment the impressions necessary to prepare it for issue. But the ease is now entirely changed. An additional security is furnished by the fact that the engraved plates of notes and securities from which all the gen- uine impressions must be made are under the imm«iliate control of the Secretary of the Treasury, and cannot be obtained by the bureau from the custodians of the vaults in are contained except by the pre- sentation of orders for the printing from the proper oflicers. These cheeks in the essential points of the offi aper and the official Plates constitute a guaranty of safety which no system of divided work by outside parties can possibly effect. If the argument that for government to do its own work in this matter is an injustice to ate industries’ should be carried to its legitimate results, it would rank the building of ships, the gathering and delivery of mails, the manufacture of guns and ofammunition in arsenals, and the stamping of gold and si:ver currency as unjust actions when performed by the government; since private enterprise is competent forall these operations. An intelligent and scrupulous caring for its se- eurities is one of the first duties of a govern- ment. Their preparation and issue should be one of the regular functions of government ad- ministration, and be placed in the hands of a special department, with the end in view of im- proving and perfecting these operations, so far as human skill ean be carried. And this should be done, not as a matter ef hostil- ity to any one or from eaprice, but as an un- avoidable incident of the government's rela- tions to the currency of the people. It is es- tablished, by experience, that the work ean be performed by a government bureau econom. ically and well, and with an assurance of safety that no other organization can render. In the single item of internal revenue stamps @ saving of $58,000 upon the rates paid to the New York companies last year for the same work has been effected. The workmanship upon the recent four-and-a-half per cent. bonds was conceded to be superior to that on any other bond which ever appeared in the London market. The system has all the vigor which comes from unity and the care which comes from direct responsibility. To a di- vision of the work with outside parties there is, in addition to minor objections, the vital one of involving a greater variety of risks. Whether England goes to war or not she will have to beara pretty heavy burden of taxa- tion for the mere cost of preparation. In- stead of going into the next fiscal year with a Surplus of $4,200,000, as she would have done but for the war excitement, she has a deficit of $11,300,000 at the present moment, and the Prospect at the close of the year of one of $29,000,000. This will be raised by an increase of two pence in the pound on the income tax, four pence the pound on tobacco, and of #0,000 in the dog tax. The increased taxa- tion comes, too, at a time of painful business depression in England. <e-—___ The trouble in the Brooklyn Tabernacle has ¢ulminated in the resignation of the trustees. The milk of human kindness has soured in the representatives of the two sides to the un- pleasantness, and they refer to each in the Vigorous terms customary in chureh contro- versies, whenever a newspaper reporter broaches the subject. The high-priced organist still triumphantly retains his position on the Tabernacle organ stool, and there is now no necessity for Dr. Talmage to embark for Eng- land, even if he ever contemplated doing so. Perhaps it is best as it is. It looks as though there is trouble enough ahead for the British ; and besides Dr. Talmage would feel cramped in so small a country as England. ——+<e2 A steam collier is now on its way to Havre with extensive coal exhibits for the Paris ex- position, sent by the Philadelphia and Reading company. The object of this shipment is to open up, if possible, a trade in anthracite coal with European ports. A locomotive is also sent which uses waste anthracite. It may seem that the company is sending its coals too near New Castle; but the immense coal fields of this country must some day supply Europe ; and now that the production in this trade is so much greater than the demand here at home, that business is almost at a stand still, it may be well to see if the consequent low prices will not enable us to compete in the foreign mar- ket without furtherdelay.
