It is to be hoped | that the members in dealing with the measure will remember that the great vital feature of it to the unfortunate people of the District is | that fixing definitely an equitable apportion- ment of District expenses between the Gov ernment and the District tax-payers. The people of course have an interest in the other provisions of the bill, but not the intense nxiety in regard to their fate that they feel r this imperatively needed feature of relief. It is probable that the amount contributed by the ernment to District expenses under the fifty per cent. provision, would not exceed that now appropriated by Congress ann in various bills, but the benefit to be derived om a definite settlement of rate would be that people would Know exactly what nount of taxation would be required of Low FEA ofm ergy Tam physical, years,” ne them every year, and the Distriet authori. ties could make yearly the precise esti- gy gyin mates in that respect. The present prac- king s appropriations an- at object of Distriet ex ase, is a hap-hazard. hand to-mouth process, id compels the District people to lose time id self-respect by appearing before Congress. men in the attitude of beg: very session to explain to them the n nl burdens of the community “over which Congress has ex- clusive legislation.” It would not ouly save much time to the District people, but to C gressmen, to have this question of apportion ment definitely settled. The latter are fully oceupied with matters of national importance. or of State interest. and it must be a serious tax upon their time to give a patient hearing every session to the representations in regard to Distriet needs. And yet the District people have no other source of redress. and must con- linue to press upon them with their grievances itil their unhappy condition is remedied. In every way it will be for the advantage of Con- : nd the District to have this matter of the equities settled once for all. ANOT! ide of U FROM TH ——____- wee. part unt Gen.
