It is to be hoped that the police imbroglio will be settlea at once, and the board consti- tuted so that it can go to work harmoniously for the public service. We trust further that the reorgawized board will take a practical common sense view of their duties, and apply themselves strictly to their proper execution. ‘The main duties ot a police force are the care of hfe and property. It is well tnat they should, so far as is in their province, suppress gambling and intemperance, but it is not well when they concentrate all their vigilance upon a@ few petty gambiing rooms or upon the back entrances of the liquor saloons, and leave the city at large at the merey of the crowd of burglars who have for months committed their nightly depredations without check. There is not probably a city of the same size in the country where there jis so little drunkenness as in Washington—even when Congress is in session—and no other city where there is so little gambling carried on; but, on the other hand, it is safe to say that nowhere in the land are burglaries so frequent | and carried on witlrsuch impun| Of course it can be said, and with reason. that the police foree is too small to thoroughly patrol the eity, but that only shows the greater necessity that they should not be diverted from their main ties in the preservation of life and property, To carry out Quixotic special theories. We may add that but asmall part of the number of bi ries committed are made public, as the detectives have a theory that publicity de- feats the detection of the criminals. Our be- Hef is that suppression works exactly to the contrary, and that full publicity in every ease would serve to promote the ends of justice by giving a clue to the criminals. The fact that Congress takes the Washing- ton Gas company in hand oceasionally and reduces the price of gas serves asa text for the Cincinnati Enquirer to u that the councilof that city should look after the in- terests of gas consumers there. Gas coal, that paper says, costs less than half in Cineinnati what it does in Washington; the quantity of as manufactured there is larger than at ‘Washington ; and the lime used for purifying as is cheaper in Cincinnati than in Washing- ton. Yet the prices are higher than in Wash ington instead of lower, as they should be. As that city is about to make a ten years’ con- tract with the gas company, the Enquirer thinks it a good time to look into the compar- ative prices between Washington and Cin- cinnati. ———-ore. It is reported that Count Andrassy has refused to form an alliance with England, end that in consequence England has refused to enter the congress. The statement must be received with caution. While it is very likely hat Austria, in pursuance of her traditional policy and in view of the present complicated relations of the powers, has refused to commit herself outright and in advance to the bold measures that England wil! probably favor, England would never assign this refusal as her reason for not entering the congress. If she discovers that she will be powerless at the meeting, and devides not to pa ratification of Russia’s conquests, she will find some other pretext for her decision than the one suggested by report. Some claim as to the powers of the congress, put in a form to aggravate Russia and yeceive her refusal, would result in giving England a defensible ground for deciding not to enter the meeting. In a military struggle with Russia, an alli- ance with Austria would be almost a necessity to Epgland. Her Crimean ally, France, is still binding up the wounds inflicted by Germany, and is in no humor for a scrimmage. Austria, with her excellent strategie position, and an army which numbers 27,000 in time of peace and 780,25 on a war footing, ineluding an available force of 45,933 of well trained cav- alry, could, if she would, make a very efficient ally. ——_—-+e-- —____ The fact that the British government, know- ing that the appointment of Mr. Delfosse as a fisheries arbitrator had been twice objected to by us and had been acknowledged by them- selves to be justly objectionable under the cir- cumstances, still permitted the Austrian min- ister at their own court, in whose hands they had thrown the nom jon, to name Mr. Del- fosse for the position, may appear rather curi- ous. But the question of our payment of the award is not affected thereby ; and the princi- pal result of the publication of the diplomatic lence on the question, beyond arous- ions of sharp practice on tne part of England, will be to cause great annoyance to Mr. Delfosse.
