The bill was reporied without the dis- sent of a member of the committee. Some of the members desired to submit amendments, but asa whole it was approved by the entire committee. He had been authorfzed by the committee itself to offer an amendment to the effect that no contract should be made with- out the assent of the three commissioners. Mr. Blackburn followed, and reviewed the views upo: . the engineer member The bill varied from the present law not in the number but in the mode of selecting the | commissioners. ‘Bhe proposed plan, he said, was best calculated to secure a nop-partisan board. The engineer member was to be of a rank above that of captain. This gave the President six lieutenant colonels.’ twelve colonels and twenty-four majors from which to make the selection for the third member. He believed the Dill, as a whole, was a yood one, and ought to pass, and give to the people of the District a better government than they have. One of the principal objects of the com- mittee had been to put every possible limita- tion upon the exercise of power. Upon every return of Congress they were told how the law had been transgressed and money expended without legal authority. It had been the de- sire to prevent this by restricting power and attaching responsibility. Heretofore the heaviest expenditure of = nd vould also aid in Keeping the he desire ‘ould feel that his reputation and his cc sion were at stake upon every official a this he felt was the strongest possib uarantee for a faithful adminisiration of af fairs, He eulogized the engineer corps as one whose escutcheon was not stained. There may have been exceptions, but that did not detract from the general character and reputation of the corps. In Teply to a question by Mr. Conger as to le of electing the two civilians, one by and one by the Senate, Mr. Black. entleman wanted a guess he would say that he House would remain of the same political complexion as now for the remainder of the century, and after the fourth of next March the Senate would be the same. The bill, he said, abolished the several boards which now existed independent of the commissioners. The board of school trustees was abolished but reinstated in another and he believed a better form. The board of health was abolished. as it ought to have been long ago, and provisions made for a health officer, a great improvement on that cumbrous machinery. Mr. Buckner asked if he understood the fifty per cent. of expenses covered the proportion of District expenses for certain objects as the courts and police, now borne by the government. such Mr. Blaekburn said the U.S. Supreme Court was of course national, and its expenses were to be paid by the generalgovernment. All the other courts in the District, the Police, &c., were, as he understood, to be paid from the roposed fund. He was not wedded to the ity per cent. feature of the bill, nor to any other particular feature, but he 2p) paled to the House to perfect and pass some bil thing should be done for the relief of the il. Some- ple of the District, and to establish the re- tions that the District bore to the general vernment. The uncertainty as to what aid ongress would extend, or what taxes it would impose interfered with values. No fixed value could attach to property with this quoersainty as to conditions.
