Charles Francis Adams says there is but one honorable course to pur- sue, and that is to pay it—the question of amount has nothing to do with it. If it was a bad bargain it was too late to revise it. The award of the Geneva con- ference was promptly paid by Great Britain, he says, and our government should not suffer itself to be outdone in obeying the require ments of duty and honor.
