The Cyban rebellion, if not dead, is at its ast gasp. Yesterday the Spanish Cortes went in a body to congratulate the King and Queen on the happy event. It is announced that the Cuban central committee, the executive, the chiefs, and the insurgent troops in various parts of the island have surrendered. It rests With Spain to decide whether there shall be merely a temporary suspension of rebellious hostilities or permanent peace. She has learn- 1a costly lesson, and one that she shouldnot forget. Oppressive government over a colony has drained her treasury of more than a hun- «tred tnillion dollars; has diminished the num- ber of her subjects by many tens of thousands, and bis desolated, and nearly lost to her, near- iy fifty thousand square miles of valuable tei ritery. From the very first, she ruled Cuba harshly. By 154, the native race which wel- comed Columbus, was nearly exterminated. in 1717, the population of the island had be- come sufficiently large to make rebellion pos- sibl the people revoited and have been revoliiug at intervals ever since. There have been rare and short periods of justice and good treatment, as during the administration of Las Casas, begin- ning in 179, but otherwise Cuba has een the victim of unremitting and merciless tyranny. The fault is in the system of govern- ment, which places the island completely in the power of a eaptain general, with unlimited authority, ac@untable only to the home goy- ernment, whose principal occupations ap- pears to have been, to plunder his subjeets in time of peace and to barbarously murder them when they rebelled inst unendurable Oppression. The formidable insurreciion Which has just been checked may be said to have got fairly under way in 1869, when a Rational convention was held, and Cespedes chosen president and Quesada commander-in- Chief; though slight revolutionary movements for several years before presaged organized rebellion. The insurgents in their ten years’ war have won many victories, and are sub- dued at last after pre ected and desperate resistance. only by overwhelming numbers. In the early part of the struggle Valmaseda, the Spanish captain general, issued a procla- imation that every male person over fifteen years of age found away from home without justifiable cause should be shot and thatevery should be burned : and in 1872 more than forty five thousand captured Cubans had been put todeath. The effects of such tactics inevita- bly react against the side which adopts them. The insurgents were made desperate, and sympathy for them was aroused in other coun- tries which found expression in substantial as- sistance. A milder policy has brought the re- bellion to a close. The uprising, though re- pressed has been successful. It has impressed upon Spain the necessity of a wise moderation in her treatment of the island. Nothing but blind and fatal stupidity ean ever replace that unendurable system of oppression against which the Cubans rebelled The insurgents have had, generally speak- ing, the sympathy of this country in their brave struggle. Perhaps our interest in the rebellion has not been wholly unconnect- ed with considerations as to Cuba’s future. The United States has from time to time cast more than one covetous glance on the long, narrew, fertile island, oc- eupying so important a position at the mouth of the Gulf of Mexico. Even now, though we have no reason to be otherwise than content that Spain should hold it, we would make the Strongest opposition to its acquisition by any other great power. Spain refused our offer ofa hundred million dollars for the island in Polk's presidential term; she has expended more than that sum in retaining possession since. Her West Indian investment will never pay arespectable interest, and will make no returns at all unless an entirely different plan of developing and managing the island’s re- sources is employed. Cuba is a luxury for Spanish pride, but a drain on Spanish re- Sources. She can be a profitable possession only tous,and her strategie position gives her, as far asthe United States is concerned, an additional value. —____-+02-___ It is probable that whatever else may happen from the silver bill, it will stop the shrinkage of values, and especially the downward ten- dency in real estate. It would seem, therefore, to be a good time to buy before the inevitable rise commences. Those who have money to invest will probably not have for years so good an opportunity to invest it to advantage, and those who have it in contemplation to build, will probably never find a more favorable time for the purchase of low-priced ground, znd building materials, and the securing of cheap labor. The Boston Monday lobe is to change its base on and become a democratic paper, with Edwin C. Bailey, formerly proprictor of the Boston Herald, as its editor. Mr. Bailey is a capable journalist, but he has a formidable competitor in the field in the Boston Post, be- Joved ef democratic and all other newspaper readers. The New Jersey legislature has passed an act Sxing six per cent. as the legal rate of in- terest in that state, The tendency of interest rates has been downward for some time, but this may be due to the business stagnation, which has prevented a demand for money in the prosecution of business enterprises. Up to this time the paper inflationists and the silver men have worked together, but with the passage of the silver bill this union will dissolve. Already we note that ardent silver papers, like the New York Graphic are erying “ Hal in this direction ; and that paper says: “We do not Want more paper money—there 4s too much in the country today: but we do want all the real money we can get, all the gold and silver coins we can mint, and every ounce of bullion that is available should be gnade the basis of further issues.
