War or No. The vews from Europe is somewhat more pacific, and it is evident, for instanee, that the war fever in England is byno means so fierce as it was last week. The Gladstone anti-war party is makinga new effort to recover its ground, and apparently the government is by no means inclined to precipitate a contest sin- gle handed with Russia, For ene thing, EI land is not all prepared for war. be sure. is formidable and thoroughly equip- ped, but in modern warfare the best iron-clads do not count for much. The powerful navy of Turkey, from which so much was expected on the outbreak of this war, has been mainly em- ployed in keeping out of the way of Russian torpedoes. The British navy would, of course give a splendid account of itself in dealing with a foe on its own element. but it could not effect much against a non-naval power like Russia. On the other hand, Russia has a large army of hardened veterans, to whom England has nothing equ nt to oppose. England has immense wealth and resources with which to hire soldiers and equip them, but to construet an army in this way requires time. If current reports are true, the present military force of England is almost an army of straw. Ac- cording, however, to the New York corre. spondent of the Philadelphia Ledger, who has aequired some reputation as a cool-headed observer, there is growing hopefulness in New York business circles based on reasons which he sets forth. For one thing the apprehended evil effects of the silver bill have been, toa certain extent, “discounted Its passage will at least end the suspense so harassing to business men. Then, again, the accounts from the west show an improved feeling. The farmers are sending their produce forward freely, as shown by the enormous traffic of the leading railroads. The results of this are easier collections and a prompter settlement of eastern indebtedness. Next, it is believed that the end has about been reached of the “business embarrassments,” which have oc- eupied the bankrupt courts since the com- mencement of the year. Money is abundant, and capitalists are eager to lend wherever or whenever they can find a safe investment. The low prices of building materials and the cheapness of labor will, in the opinion of real estate men, be likely to give a fresh start to building enterprises in the spring; and, in fact, many heavy contracts have already been signed. Foreclosure sales are about at an end, and the real estate market is thus re- lieved from one of its most serious discourage- ments. As regards the question of war or peace in Europe, the sunny view is taken that either result will inure to the benefit of this country. If it is war, there will be a great market for our breadstuffs, and if it is peace, there will be a better market for our cotton. So mote it be! ——__-see- The Distriet Commissioners, in a commu- nication to the chairman of the Senate Dis- trict committee. which we print elsewhere, Suggest an important amendment to Senate bill 600 in relation to certificates of assessment for special improvements in this District, which will afford relief, if passed, to those owners of property who were assessed for the whole cost of street improvements in front of their property, beeause such improvements had been commenced bythe old municipal government, although finished by the Board of Public Works, under the law of Congress assessing one-third of the cost of such im- P rovements on the property. Gold has advanced to 102%¢ to-day on ac” equnt of the passage of the silver bill by the Senate. This is not a very ming advance, and it would appear that Wali street either counts yet upon its ultimate defeat, or thinks that in the shape it passed the Senate it is not likely to send the country to universal smash. The indications at the Capitol this morning are that the bill will pass the House without amendment, after a short time allowed for diseussion. The silver men, it is thought, will prefer to take the bill as it is, rather than run the risk of long delay by amending it in the House and sending it back to the Senate. It Is probable that the business men of the country would prefer to have it passed off-hand, as long as its pas now is sure. They want the suspense ende@ and the question settled, in order that they can make their business cal- culations on some ascertained basis. ——__-+2-.______.. Our Canadian neighbors, who don’t have many Indian wars, seem somehow to have got a pretty clear idea of the method of managing Indian affairs on this side of the line. Colonel McLeod, of the Dominian service, reports to the Governor-General that the rumors about Sitting Bull's invasion of the United States are doubtless propagated by persons who are in- terested in the establishment of a military post in the neighborhood of Fort Benton. Minister to Germany is not acceptable to the politicians of Pennsyl- vania. This is about as favorable a thing as could be sald of the appointment.
