Festerday’s Proceed:nos. All Night's Session of the Silver Bill. SENATE.—Afver our report closed, debate on the silver bill was continued. Mr. Blaine said he had received n: inquiries upon a point that is of quence, but yet it had been magnified into importance, ‘viz., the question wheiher the bill of 1870 was read, and said that the pine said the reading of the bill was began, and later Mr. McCormick called for the reading of the 18th section again. A dispatch in the New York Tribune said the bill was read, consam iug anhour;and Washington papers in their reports said: “The bill was read at leagth, and then passed under a suspension of th rules.” It would be found that th udbjec Was not as well understood then as no ins and no one saw the effect of the act. It would b> quite as well if they all acknowledged their iz horance. He desired that no stain should rest upon the name of one now in his grave, who. when in the House, was the peer in financial matters of any gentleman in the House. Mr. Voorhees asked if the Senator from that the bill demonetized the sil. Maine kne' ver dollar. Blaine.—I did not. Did you? Mr. Voorhees said he would frankly did not, Mr. Thurman said this was a singular cate. chism. One Senator asks the other if he knew the bill demonetized the silver dollar, and. tu reply was, did you?” and the other si ‘either knew that the bill demouetiz: silver dollar, because it did not. (Lau Beck's amendment was the next in It provides for the purehase of bu - lion, not less than three millions per month, und’as much more as can be coined by. the mints, payment to be made at market rates in legal-tender notes; and when the bullion « not be purchased at less than par in leg ders, then the mints shall be « coin age for citizens of the United Section 2p ides that the halves, quarters and dimes shall contain the same felative quantity of pure and standard silver as the dollar author- ized to be coined by this act. Mr. Ferry moved to amend lines 20 and 21 in section 1 so as to read, ‘not less than two mil- lion dollars’ worth per month nor more than four million dollars’ worth per month, and cause the same to be coined, monthiy, as fast so purchased, into such dollars’ The jeudinent was adopted. Mr. MeDonald moved that the Senate take 4 recess until 1] o'clock a. m. to-morrow; which Was rejected, The question recurring upon the amendment of the finance committee to the House bill— Mr. Morrill moved an amendment to the amendment that in the first year afer the passage of the act not_ more than twenty-tive and in the second year not more than fifty p: cent. of import duties Il be payable in coin hereby authorized. Mr. Eaton offered an amendment to specifi- cally invite Great Britain to the confereuce, and it was rejected. Mr. Allison's amendment was then adopied by a vote of 40 to 30. Mr. McDonald moved an nmendment to the first section, which was to provide that the silver dollar shall be a legal teuder for all debts, &c., except where olherwise “expressly stipulated in the contract.” The amend strikes out the words. “provided by coatract,”* and inserts the words, “expressly stipulated in The amendment was adopted by a vote of te y he hin eof one huudred amendment da lack of nding measure. HOUSE.—After our report closed— The private calendar being under consid- eration, a debate occurred on a Dill applying the appropriation made March 3, 1877, to’ pay certain southern mail contraciors The Se retary of the Treasury had refused to pay the claims till they were all in, and this bill directed the payment of those received and proved. Without action the committee rose and the House adjourned. THE TORNADO which swept over Augusta, Ga., last. Friday was remarkable in many re- spects. From 7 o'clock in the evening uatil 1 o'clock in the morning the sky was overcasi, and rain fell in torrents, with fitful flashes of lightning. Then came an ominous pause, and then the full fury of a hurricane. Scarcely had the old town-bell tolled 1, when the belfry shattered, the roof was wrenched from the walls, the foundations were shaken, and the lower market was a mass of ruins. Right and left trees were uprooted and buildings thrown down. The path of the tornado was very nar- row, being not more than 200 feet ia width but it was a clean swath that the storm king cut, and he was quick about it, too, for in a minute the work was done and the air was again still. One family had a miraculous es- cape. A husband, wife and two children were sleeping in a room on the second floor of a brick building, and in an adjoining room were another child and the wife's mother. Tne roof fell in; the beds were smashed ; the cribs were driven through the floor; the furniture was smashed, and the only person who was hurt was the mother-in-law. Not every family was so fortunate. A husband and wife were crushed beneath the timbers of the roof, when their five children escaped unhurt, one of them being found perched aloft on one of the rafi- ers. A man whose house was in the track of the storm says that a bluish light filled his room.
