Inthe interval some of them have died, others have contracted ehre diseases, and several of them have become in- sane. A young girl was ar- rested some years ago and was likewise libe- rated on bail. When she had probably forgot- ten all about having read revolutionar pamphlets and talked sedition, if she was ever guilty of such things, and when she already a married woman with two young children. she was again arrested and placed among the accused. It declaims at immense length upon the immutable rights of man as “enun- ciated in the Declaration of Independence and guaranteed in the Federal Constitution, and in conelusion demands in swelling but bor rowed rhetoric that Congress shall “give us a government of the people, for the people, and by the people.” This is very fine inthe ab- stract, but what has it to do with the District of Columbia, where, by the express terms of the Constitution referred to, **Congress shall exercise exclusive legislation in all eases whatsoever”? If this spread-eagle petition- writer wants to reach anything practical he skould ask for an amendment to the Constitu- tion taking from Congress this exclusive juris- diction over the Distriet. Until that is done the people of the District can have no repre- sentative government, and the exercise of suffrage here must be practically a nullity. The direct management of the entire German administration proves too great a strain on his physical and mental Powers.
