It is to be hoped that Congress will be wise, Well as economical, and pass without delay the bill providing for the erection ef a new building of sufficient dimensions to exhibit ad- equately the specimens in our national museum. That it is wise to establish a great «ducational institution of this kind, which ad- vances the interests of science, art, and the industrial pursuits, by exhibiting for public instruction the natural resources and industry of this country and of the world, is generally conceded; and the fact that a similar bill passed the Senate last year without opposition and failed to be considered in the House, only because circumstan: made a two-thirds vote necessary to bring it before Ul bedy, furn; ishes additional testimony to the wisdom of the measure. That it is also economical to take this step in spite of the present hard times, becomes evident when we consider that mould, rust, and fire, threaten every day to injure or destroy the valuable centennial donations in their present locality, and as everything goes to show that the proposed building will certainly be e1 ed at some time it is far better to build it now when it willeffect the greatest saving in respect to the collection which it is designed to preserve and display. Considering the great ends to be accomplished the sum asked, $250,000, is extremely moderate. For this amount a handsome building, well lighted, warmed, and ventilated, with con- crete floor, brick walls, and n iron, slate, or metal roof, is to be erected. It must have three times the capacity of the Smithsonian building to accommodate the specimens already on hand; and when pro- vision for future inerease is made the building will be of great magnitude. It is estimated that it will cover an area of two and one-sixth acres. It is proposed that the building be erected on the Smithsonian grounds, and the connection of the museum with the Institu- tion be for the present maintained. The ex- pensive building which the Institution has erected mainly for the reception of national possessions, must not be left empty on its hands; and Congress would no doubt con- sider the country too poor at present to pur- chase the building. The museum will always gain by its connection with the Institution. It has by this means been expanded from an in- Significant beginning. and at a small expense, to one of the foremost museums in the world; and under the same supervision it is capable of almost unlimited growth. The contributions of Smithsonian correspond. ents, the collections of government surveys and exploring expeditions, and the specimens obtained by the Smithsonian system of ex- changes, will constantly add to its treasures. Hence, increased room is an absolute neces- sity. The House committee on public build- ings will report favorably on the proposed bill. A proper respeet for the foreign and state governments whose gifts we seem to neglect, the intrinsic value of the slighted treasures, the necessity of provision for im- mense additions tothe present museum, and the comceded benefits which fiow from an es- tablishment of the kind proposed. combine to demand the passage of the bill by Congress, By the proceedings of the House District Committee it seems that a Dill fixing 50 per cent. as the government's share of District expenses only failed of being reported through the injection of the mischievous suffrage ques. tion. The amount of suffrage proposed in the Dil would be of no serviee whatever to the necople of the District, and the Council to be elected under it would simply be a revival of the “feather-duster” House of Delegates, of inglorious memory, the majority of which was “elected” by Murder bay, Fighting alley, and similar delectable localities; from which quarters the demand now cones for the restoration of the right of suffrage. The propo- sition to debar the floating population from voting by extending the time of legal residence in the District amountsto nothing. The expe- rience here under the last exercise of the glorious right of suffrage showed that no registry law or other restriction was of the slightest service in prevent- ing the Murder bay politicians from voting the “floating population” early often and all the time. The amount of perjury was frightful, and as the “ floaters” all looked as much alike as so many peas, it was imprac- tieable to identify them, or to prevent them from registering and voting in as many wards as they chose. If Congress has auy mercy for the District, they will not again inflict upon it the Murder bay ballot. To begin with, the expenses of running elective machinery in this District are enormous, and they would be just as heavy for electing a petty, no-account “ council,” as they would if all the District offi- cers were elective. The election of this “fea- ther-duster” council would involve a reviva of all the turmoil, rioting, fighting, false- swearing, and general carnival of deviltry that the District has been happily relieved from for some years. ————-<+e-_____ The Moffett bell-punch is said to be worl ing wonders in the way of wiping out the State debt of Virgini The percentage on the drinks it registers is bringing in the state treasury from $100,000 to 600.000 per annum. The Virginians are quite unanimous in their determination to sustain the financial credit of the “Old Dominion,” and the exercise of the bell-punch makes constant music over the length and breadth of the state. A great many words on the Eastern question Will no doubt fall on the ears of the English Parliament in the debate on the request for supplementary supplies, which the government has converted into a request for a vote of con- fidence. After all the talking, the supplies will probably be granted by astrict party vote. Peace preliminaries do not seem to have much effect in stopping the war. The Russians and their allies keep up military operations with undiminished vigor. No armistice has yet been formed, and it may be that the Turks have been outwitted. In these peculiar cir- cumstances the English government wishes to be prepared for any emergence — The notable spread of hydrophobia, causing the loss of many valuable lives, has caused some of the State legislatures in response to public demand to undertake to remedy the dog evil. One mode proposed is to increase the tax on dogs, by which it is expected that their numbers will be largely decreased; but as most of the hydrophobia cases lately have followed bites from vagrant dogs, this remedy wou'd hardly seem to be reliable. A bill has been introduced into the Connecticut legislature taxing male dogs $10, and female dogs $20, but frum appearances the dog-owners in that body are vo largely in the majority that ‘the bill will fail. __ -ee-____ The cable dispatches to-day show a state of panie and utter demoralization in Turkey ‘The Russians meantime are moving steadily CANDLEMAS DAY.
