A Pretty Good Showing for Our Pre- sent Form of Government. The financial exhibit and estimates sent to- day by the District authorities to Congress, speak well for their administration of affairs. Every dollar that has been appropriated by the present District government has, in fact, been expended in the payment of the debt and interest incurred prior to the organie act creating the present government. In other words, the entire current expenses have been within the amount of the District revenues, and a large balance is shown in excess of these expenses, covering the time of the exist- ence of the commissiog from June 2), 1874, to November Ist, 1877. This economy is incident to the simplicity of the present form of gov- ernment. Not a dollar has been expended without the sanction of law—not even for en- tertainments and receptions usually incident | to municipal governments. Even on the oeca- Sion of the inauguration of President Hayes the Distriet Commissioners hired their own hack to attend officially. On the whole, we might “go farther and fare worse in disearding the present form of District government in favor of one more elaborate. Certainly on the score of economy all the arguments are in favor of a govern- ment by missioners, over a return to free suffrage, ther-duster,” Murder Bay rule. Man is a city loving animal. His social instinets cause him to be attracted to those places where his fellows “most do congre- gate.” Some men delight in cities from the business opportunities they offer: some, from the inspiration which the whirl and ceaseless activity the surroundings afford; others dwell in cities because of the convenient near- ness of the church, the school-house, the lee- ture-room and the theater: still athers gather where they will find the most numerous vie- Ss for every kind of plundering scheme. It this last class whose presence in overwhelm. | ing numbers constitutes the prin an overcrowded ¢} ‘ which have been above suggested our cities are growing crease in country population, and that, too, not alone in the east, with its exhausted lands, but in the west also, where the fer. tile fields tempt men to their cultivation. ‘The per centum of increase in population from 18@to 1870in the city and country re- Spectively was, for Massachusetts, city 82, country 29; for New York, city 108, country 15: for Pennsylvania, city 120, country 10; for I- linois, city 579, country 166; for Indiana, city 549, country 5714; for Ohio, city 108, country 11. In view of the fact that in our late years of depression agriculture seems to have been the only industry that has flourished to any tent, and that has proved a resource in the nation’s difficulties, it becomes evident that | are neglecting one of our most valuable | mea robbing them largely of their hurtful effects. What we want is more producers and fewer | muoulders and transporters of material pro- ducts. In the interests of fair play we give Dr. Pur- vis a hearing elsewhere upon Freedmen’s Hospital matters. As regards his statement that our reporter was only refused admission at the side gate, and might have gained an en- trance at the front door, it appears that a reporter did try the front door, and was head- ed off there by another “order.” We are, therefore, compelled to come to the conelusion that reporters were not wanted upon the premises, and that there was no practicable door by which they could have got in with the Knowledge of the hospital officials. This is very foolish on the part of the said officials, as it appears to put them in the attitude of re- sisting the investigation they claim to court. THE STAx reporters are aiming to gef at the facts in the case. They have no theory to maintain, and will as readily give the facts in favor of the aceused as against them. The government of the United St rather not recognize Diaz until s tee of future efforts to settle border difficulties and other proofs of a desire for cordial rela- tions are given. The Mexican goverument maintains that the acknowledgment of its sta- bility would go far towards enabling it to effectually perform the friendly acts desired by the. United States, and thinks, therefore, that recognition should come first. The two governments at issue still hold to their view: each hoping that the other will “back dow! But it is likely that some arrangement will | soon be made. The Conkling commit our own tary of State in this di 7 The recognition of Diaz before this committee gets fairly to work would take some ground | a¥enue new. from under it. On the other side President | Diaz and his advisers are very anxious for re- cognition and are growing uneasy at its delay. All that has prevented the granting of the con- cession: ked by the United States has been the opposition of Vallarta, the minister of for- eign affairs, who believes that ou vernment will be compelled to abandon its position, if Mexico remains inactive for awhile. But the counsels of Romero. the secretary of the treas- tions, seem to be gradually overcoming Val- Jarta’s influ thus mut nee. With the two governments ly driven towards an understand- | ‘able settlement of the matter is probable at no distant date. | \ Col. Robert Ingersoll slashed away last night at the ghosts, wizards, witches, spooks, and hobgoblins believed in by our ancestors, with all his wit and eloquence, but as most of these spirits of the air had been laid years ago, his effort was rather in the nature of a resurrec- tion. He was, so to speak, fighting the ghosts of ghosts. As regards doing away with a Supreme Being, that was perhaps a job that even the valiant Bob could hardly manage in a single lecture. ——_<ee--__ The January-February International Re- view is a strong number.
