It seems that an effort is being made to in- duce Congress to pass a bill restoring the right of suffrage to this District. Some of the parties concerned in this effort are of the demagogue or speculative stripe who enjoyed some rich pickings under the last elective form of gov- ernment, and hope to renew them if they can have the control of the ballot box again. Others are citizens who have an honest but mistaken belief that the ballot is the sovereign panacea for all thesills that District flesh is heir to; bit the number of this class of suf- fragists is very small. The great body of our citizens have come to the conclusion from dear bought experience that whatever may be the Ss of suffrage for communities who exercise some real power in voting, its only s to fasten upon the tax-payers the direct responsibility for the burdexs of debt incurred by our local elective government, for expenses connected with the National eity that should be shared by the general govern- ment. Congress ha: rious Ways recognized the justice of the claim that the government should pay its fair proportion of these expenses, and what is now needed is an united effort by our citizens to ha bill passed—the Hen- dee bill or any other—that will settle definitely what that proportion shall be. The pass: such a measure would do more to revive con- fidence and set business in motion than any other possible thing, and it would be very un- fortunate if its adoption should be hindered by the injection of this suffrage question into the discussion. The ballot is a meaningless bauble in this Distri er which Congress has exclusive control, and it would be the height of folly for us to lose the present favor- able opportunity for getting legislation from Congress vitally importa y citizen, by clamoring for something that we don't want and would work only mischief to us if we got it. The Turks in Constantinople are not idly Waiting the result of the peace negotiations. Preparations for defence in case the attempt at an armistice is unsuccessful are progress- ing. Much disappointment is felt in the city at the ambiguous tone of Queen Victoria's ad- dress, and it is reported that the Turkish am- bassadors at Vienna and London have been ordered to request an explanation of the Aus- trian and English protests against a separate peace, and to ask how far these countries will Support Turkey in case she refuses to treat with Russia direetly. It is doubtful whether this report is true, but it serves to indicate is carefully sounding some of the n courts, in order to shape her action in negotiations with Russia ording to her i s. Ifthe prolongation of the war and the siege of Constantinople will bring Austria and England to her assistance, the Russian terms which require the evacuation of Adrian- ople as @ preliminary, will furnish Turkey with a sonable excuse for bringing these things to pass. But the Russian conditions must be very harsh, indeed, to make further resistance the most profitable policy for Tur- key. European support of her cause is uncer- tain, and the Russians are at her utes.
