The Government of Cities. A lengthy bill has been laid before the P sylvania legislature as the result of the of a commission on municipal government which has been in session in that state for several months. The plan of utilizing the deliberations of a commission for the purpose of improvement in the government of cities has already been tried in New York, sulted in the report of a municipal constitu- tionalamendment. The bill proposed by the Pennsylvania commission aims to effect that loeal qnestions in each eity shall be decided by | properi nstituted local authorities. It pro- vides that the corporate powers of cities shall be enlarged so as to include the right to collect license taxes on all trades and occupations and on sign-boards and tek and toarrest and set at work vagr: nd noto- rious thieves found within the city limits. The ordinary powers of raising taxes of course re- mains. The legislative power of the be vested in a select council and a common council. The mayor's term is to be three years. The executive departments of each city are to consist of departments of public safety, publie works, finance, city comptroller, law, education, charities and correction, and the sinking fund commission. The councils are to have exclusive power in appropriating money for local purposes, but the ma veto separate items of appropriation bills. Some of the main provisions of the bill are changes, and in most eases improvements on the general system of municipal government which now prevails. In spite of its complexity and proiixity the sensible suggestions of the Dill on many points wi » it a ereditable place in the discussion ch is toend in the determination of the best form of government for a city The Maryland Senatorship. Mr. P. Gorman has fairly established his title as “Boss” of Maryland democratic poli- ties. He has now carried out two points of the four of his indicated programme for the dispo- sition of state offices. The first was the dis- placement of Major Harry Gilmor as police commissioner in place of his candidate, Mi ; the second was the election of ex-Gover- nor Groome U.S. Senator to sueceed Senator Dennis. The next point in the comprehensive seheme is the election of Gorman, himself, to succeed Senator Wh: This election is some time away, but if Gorman is alive and has the full use of his Napoleonie brains, there is not much doubt of his sue The fourth point is the election of Hon. Henry W. Archer, of Hartford county, as next governor of Mary- land. In the light of the past, that part of the grand programme will likely enough be ear- ried out, ifthe contracting parties to the ar- yangement are alive at the time of the elec- fion. Mr. Gorman, the ta ician in this eam- paign, isthe energetic president of the Chesa- peake and Ohio canal company, and was form- erly postmaster of the House of Representa- ames B. Groome, native of Cecil county, Md., 40 years of age. He isalawyer of recog- ed ability, and has served with distinction in the state legislature. He was on the Greeley electoral ticket, though opposed to the numi- nation of Greeley. Subseqnently he was elected governor by the legislature to fill the vacaney caused by the election of Governor Whyte to the position of U.S. Senator. He will enter the U. nate on the expiration of the term of Dr. Dennis, March 3, 1879. ———--+e-—___ No compact or agreement has been signed by the coal companies, yet they will act ae- cording to the published arrangement. An understanding, not a combination, has been reached. This peculiar performance of the companies leaves the New York legislature very little that is substantial to work upon in their proposed investigation and punishment of the alleged cons; The (Queen's speech at the opening of the English Parliament yesterday and the debate on the address in reply indicate that England will drift for a little while. The de e turn of the political rudder will be postponed by the helmsman until the comparative dangers of the different courses shall become more eyident. Lord Beaconsfield’s remarks in the debate were striking and brilliant, but as far as the governments’s policy is concerned they amount only to a postponement of the ques- tion until after the statement of Russia’s con- ditions. great deal depends then on the result of the pending peace negotiations.
