_THE EVENING STAR. WASHINGTON: THURSDAY Sanmary 17, 1878. lwerage sworn Daily Circulation over 437, 580—“beino more than threctiqes that | other datt in’ Washington, Gnd more than that of all the others added | ere see. | ‘To Advertisers. Advertisers are requested to send in their an- | Rouncements as early in the day as possible, and in ail cases before 120°clock M. The insertion in the Bame day’s issue of those reaching the office after that hour cannot be assured. ‘To Correspondents. Letters should be addressed to the Editorial or _ Business Manager of THE STAR, according to their tenor, and not te any individual name. Otherwise Provoking delays may occur. Checks, etc., should in all cases be made payable | to the order of THE EVENING STAR NEWSPAPER Comrany,—not to that of any individual. 4S@- Anonymous communications not read; re- Jeoted manuscripts not returned or preserved. If the toneof the press of the country may be taken as an indication of popular feeling, it is not generally believed that Secretary | Schurz has as yet made any serious mistake in his efforts to purify the workings of his de- Partment. The opinion of President Seelye | carries with it considerable weight, owing to | his conceded ability ard honesty, but he seems | { i to have made up his mind on the matter be- fore the investigation commenced, and to have judged the board of inquiry not by their findings and report, but aecording to his pre- | viously formed opinion, based. it may have been, on an imperfect knowledge of the facts | in the ease. far as Mr. Galpinis concerned, this board of inquiry whose procee pronounced “a gross travest; dismissed the numerous charges and specifi- | cations brought against him. with one or two | unimportant exceptions, and his removal was based by + matter outside of the formal aceu: ught against him by “corrup This report go- | ing deeply into investigation of all | branches valuable assistance to Secretary Schurz in hi: reformatory labors. Itis rather strange that the alleged agents of sharpers and swindlers should lay bare the innermost workings of the fraudulent operations which they wish to pro- teet, and thus render comparatively easy the detection and punishment of their accom- plices. Secretary Schurz has made official changes, which were contemplated by his pre- decessor. on reasonable grounds. Much re- mains to be done in the way of purifying the Department's operations ; and all his vigorous efforts in this direction will be appreciated as they deserve by the great mass of American citizens. ———_~-e--_____ Groome, Mr. Gorman’s candidate for the | Maryland Senatorship, came within five votes ef a nomination in the demoera' aucus at Annapolis last night, but Gorman did not have quite strength enough to prevent an adjourn- ment of the caucus until to-night. It was thought possible that a combination might be made in behalf of Dennis in the balloting in the legislature to-day, by which, with the aid of the republican votes, Dennis might be elected, but the result of the ballot taken to- day in the legislature indicates that no such combination was effected. In fact. Bennis seems to be losing ground, and the chances fora dark horse winning over both Dennis and Groome are looming up. —_—__+es____ Occasionally a “straw” here and there gives an indication of business revival. It is noted as an eneouraging sign for the renewal of manufacturing operations at the North, that the price of machinery lubricating oil is look- gup. In various Western citles the report is made that the auction sales of realestate | indicate that the bottow has been reached in prices, and that there isa slight turn of the seale upwards. But the business men are every where saying that no great permanent improvement ean be counted upon until Con- gress decides definitely what it is going to do upon finance, tariff and labor questions. While the tinkering is going on at the Capitol it is impracticable for prudent men to enter upon contracts, make purchases. or undertake ex- tensive business enterprises. Some of them deelare that the worst and crudest legislation by Congress would be better than this state of suspense and uncertainty; and that if that body would only pass something and adjourn so that they could be sure there would be more tinkering to unsettle values for a at least, they operations, the of the Indian bureau, will render | ar, y could then venture upon business The death of Samuel Bowles. editor of the Springfield (Mass.) Repu!ican, is announced. The signs of recovery frem his attack of pa- ralysis proved deceptive, and for some days it had been evident that his death was near. Mr. Bowles was born in February, 1826, and was therefore about 52 years old. Ne doubt his life was shortened by overwork, physical and mental, but with his intense zeal in his profession. and his ambition to make the Re- publican, a its provineial position, a leader in journalism, he would probably never have been content to purchase more years by remitting that ceaseless vigilance over every department of his paper that kept it up tothe high mark he had established for it. When a boy he became an apprentice in | 207 the office of the weekly Repullicun, and when, | in 134, the paper was converted into a he, then only 18 years of age, became the | working editor, and has continued incessantly iu the editorial harness for 34 years. The recapitulation elsewhere of some of the strong points presented in the memorial of | the Citizens’ Committee gress, supplies some wholesome reading.
