The fall of this point of course carries with it the failure of Suleiman’s plan of operations, and leaves the Turkish fortunes at a very low ebb, ‘The news of the fall of Plevna will no doubt cause the Sultan to see another vision, if his prophetic spirit proves equal to the oecasion, and the impiety of further prosecution of the War will be supernaturally impressed on every true believer. However, the precise nature of the Sultan’s expected interview with the Prophet will be largely determined by the char- acter of the terms offered by the Russians. Though the fall of Plevna may have been un- conditional, Turkey has not yet been thus humbled. As long as Constantinople remains uneonquered, the Czar cannot obtain unrea- sonable concessions as the price of peace; though beaten, the Sultan is not at his rival's mercy, and between the victorious forces of the Russians and the goal of Russian ambi- tion lie the Balkans, whose key, Shumla, is yet untaken, and, beyond the mountains, rise those formidable defences some twenty miles from Constantinople, which enabled Belisarius to defeat the Huns, and checked the conquer- ing Attila. It remains to be seen whether Plevna will be the Turkish Sebastopol, whose fall involves the conclusion of the war, or whether the Turks, rebelling at the Russian terms, and trusting to winter and European intervention as much as to force of arms, will continue a defensive struggle.
