Elsewhere will be found a document of impressive importance at this Juncture—the | report of the Committee on Taxation and Assersments, of the Citizens’ Committee of One Hundred. The showing of the amount of burdens resting upon the citizens of this District is not a pleasant one to contemplate, but it Is well always in such matters to know the worst. It Appears that the aggre- gate assessed value of rea) estate in this District im $97,069,800; personal property, $9,002,335. The committee find that the as. sessment is very much above the present actual value of real estate, and does not far- nish the ¢quitable data to determine the pro- per proportion as against the real estate held in the District by the General Government. The committee conclude that a deduction of twenty-five per cent. from the aggregate amount furnished by the assessor would ap- proximate a proper maximum basis in de termining values between the property held the citizens of the District of Columbia and that held by the General Governr By comparing the rate of assessment in this District with that adopted elsewhere throvghout the country, it appears th ours is very much higher, and taxes based on our high standard of assessment are really more oppressive than nominally higher taxes elsewhere, based on a lower as sessment rate. For theimprove- Ment of this large proportion of streets the Private property of the citizens of the Dis- trict has been loaded down with special taxa- tion. The data presented showing the enormou: burdens of debt and taxation pressing upon the tax-payers of the District, and the utter hopelessness of sustaining them short of con- fiseation of their property, is startling; bat coming as it does from official sources and compiled by a committee well versed in matters of assessment, and taxation, and the values of property in the District, there is no reason to doubt its accuracy. It ap- pears that the sum of taxes now in arrears is 21,046.79, which amount represents in value Of askesements about $70,000,000. The ap- palling statement is made that over two-fifths Of the whole real estate property of the citi- zeus of the District is now held by the Dis- trict government, purchased ut tax-sales for @rrearages of taxes! The data in recard to special taxes shows £2 322,506 standing on the books of the Dis- trict against the private property of the cit!- zens, bearing interest at the rate of ten per cent. per annum. In view of the fact that | the arrears in the general tax are carrying a Penalty for non-payment of two per cent. per month (fwenly-four per cent. per annum’) and the special tax ten per cent. per annum, With heavy costs for court proceedings, it is BOt surprising, the committee think, that the owners should elect to abandon their prop- erty, altogether, in many cases. Tuis state- | ment of the situation of our tax-payers, un- | pleasant as it is,does not show the entire | extent of the burlens pressing upon them. ‘We understand that at the time the report Was made, the committee had not been able to get the data of what is known as the tax-lien Certificates that were issued for the general tax in arrears for the fiscal year ending June 90, 1ST3, many of which are still outstanding; Dor the amount of special tax levied for put- ting down the water mains. The latter. how- | ever, will appear ia the report of the Water Register.
