EVENING STAR. ASHINGTON: October 5, 1877. FRIDAY. CROSBY 5. NOTES, | | ‘To Correspondents. All letters intended for publication, or referring In Sy way to the editorial department of the paper Should be addressed to The Esfvtor of Tae Star. Thow | Felating to its business departments should be ad Greased to The Pub ar, Observance Of these directions, instend ing euch letters, in either case, to an individual name, will prevent | Provoking delays Checks, ete., in payment of bills should in all casee | bemade payable to the order of The Evemsne Star | Newspaper Company,—not to that of any individnal. SZ No anonymous communications read. Ho re- | ected communications returned Members of Congress and others who have business in Washington are coming to the | city by every train and areon the lookout | for quarters for the session. A large propor- | ton of them seem inclined to take rooms and board rather than to go to the hotels, conse- | quently those who have eligible rooms or | can supply satisfactory board should make Known the fact through the advertising | columns of THE STAR. —_ + eee I believe th Which met the eye during the severe storm of yesterday was the turning out into the streets of hundreds of children from the pub- lie schools. lask,as a mother whose chil- dren were among those who were wet through and through, who were obliged to wade through water two feet deep, and who now are suffering because of it, cannot these school buildings remain a shelter after the schools are dismissed, and not closed against them until parents can reach their children and provide ways for getting them home Without exposure and danger to their heal A MoTHER. It seems to us that the complaint made here is a proper ove, and further that a sim. iar cause of complaint ean be found in the restriction that keeps little children shiver- ing, or suffering from the peltings of the storm on the street in the most inclement Weather of winter until the precise moment in the morning when the red-tape regnia- tions allow the doors to be opened for th admission to the school building. Really it is a question whether the physical wel of our school children was not be vided for in the unpretending , Wooden school-houses than big model modern « lime structures were not tox 3 to furnish shelter for the little ones frc weather. Dear Editor en The most interesting and important inci- dent in business affairs to-day is a decline in the gold premium to24, the lowest figure touched since the commencement of the civil | war. At this rate, with a continuance of the favorable circumstances which brought it about, the premium might soon be entirely | Wiped out, and the resumption problem solved. But Congress will want to doctor the finances, and then the trouble will begin. —_—_~o+e-___ It would seem that Senator Conkling ap- Preciates already that he made a mistake in his course at the Rochester convention, as a printed circular has been put out by his per sonal friends making an elaborate defence o! the Senator against the criticisms which his action has called forth. The points of the de- fence made therein are that to Senator Conk- ling is due, more than to any other one man, the success of the republicans In securing the Presidency; that the Rochester resolutions sufficiently epprove President Hayes’s efforts to pacify the south and improve the civil | service, and that Mr. Conkling could not | have omitted his attack on Mr. Curtis with- out a sacrifice of “honor” after the course of | Mr. Curtis in opposing his nomination for the Presiderey. The answer made to the | circular by the Senator's critics is to the | effect that it will not do for him to defend his Attitude toward President Hayes by quoting Sentences from the republican state plat- form, in view of the fact that he made his henchman, Platt, chairman of the conven- tion after the latter had delivered a most offensive speech against the administration and that he (Conkling) embraced the occa- sion of an important convestion of his owa party to stir up discord by bringing forward his personal complaints. The New York Post thinks that sofar as the contemplation of other persons’ embar- Tassments affords consolation for our own troubles, the republicans of New Yor may regard with a melancholy satisfaction th- proceedings of the democratic convention at Albany. Respectable citizens, that paper Says, Who, now that old «,uestions are settled and new «uestions are coming up, find them- Selves drifting back into the democratic party, are mortified at the spectacle of a state convention which, in rude and disorderly be- havior, fairly rivals a district caucus in the Worst days of the worst ward of that city. If they turn from the manners of the conven- on to its result they feel scarcely less hu- Mmiliation. That result is a substantial tri- umph for Tammany Hall; and the first ques ton which confronts independent democrats is, shall Tammany Hall rule the state? According to the Baltimore papers an im- mense amount of damage was doue to the cellars, basements, sewers, culverts and Streets of that city during the heavy rain fall Of yesterday. On one street no less than ninety-six cellars were fooded; on another, eighty-seven, and on many others the dam- age was equally great in that respect, while pipes were bursted and culverts washel away without number In nearly every part Of the city. This is another evidence of the “utter failare of the comprehensive sew system” of Washington, aad shows cone sively that no sewer should « laid to the National Capital that had not suf ficient capacity to dri d through. Such at least seems to be the rea Soning when any damage is done here by an | extraordinary rain fall eities losses from that though ia use are ge Bei down to the account of Provt lations. — The cable dispatch stating Empe Tor William's special orders a note has been sent to Constantinople very earnestly urging | that the principtes of humanity skoald be no | longer violated is very sgnificant. The note, ays the London News, does not exacily | threaten the Turks, but leaves no doubi the indig: It, and that the G government does not intend silently a differently to look on. That the German emperor should take this decided step jast at | the time when Russia has demonstrated her | Incapability, single handed, to“reconstract” Turkey, seems to indicate that she will have | help im that direction by the time she is ready for another campaign. Tnis view fs | borne out by Germany's fal ure to ask Eng- | Jand to join in the plea tor humanity in Tur- | kkey’s conduct of the war. The triple impe- Fial alliance is gradually manifesting itself. ee THE WEEKLY STAR, now ready, contains all the News of the Week; Political [ntelli- gence; the New York Democratic and other State Conventions; latest from the Con- Dict in the East; Autumn Fuashioas Jennie — Agricultural Matters; Choice ine of Poems and’ 8!
