EVENING STAR. WASHINGTON: THURSDAY..,.... October 4, 1877. Average mrorn Daily Circulation over 27,500—being more than three times that of any other daily paper in Washington, and more than that of all the others added | together. ‘To Correspondents. AL letters intended for publication, or referring in ny way to the editorial department of the paper Should be addressed to The Edstor of The Star. Members of Congress and others who have business in Washington are coming to the elty by every train and are on the lookout for quarters for the session. A large propor- Mon of them seem inclined to take rooms and board rather than togo to the hotels, conse- quently those who have eligible rooms or can supply satisfactory board should make Known the fact through the advertising columns of THE STAR. ——__ - ere Double Sheet Star. In recognition of the very liberal advertis- ing patronage extended to it, and in order to preserve the proper balance between adver- tisers and readers, THE STAR will be pub- shed next Saturday in doubie-sheet or eight-page form. As these double-sheet issues always have an exceptionally large circulation, both in the e‘ty and through the mails, on account of the large quantity and excellent variety of reading matter they con- tain, and as we will then have some spare space at command for displayed advertise- Inents, an ¢xcellent opportunity will thus be afforded those who have special business announcements to make to reach an nnusu- ally wide circle of customers, both at home and abroad. In all the qualities tw go to makeupa first-class newspaper and advertising me- dium THE STAR Is absolutely without a Tival, asthe public very well understands, and it is the determination of its publishers that this supremacy shall always be main- tained. The Ex Session. The prominent business of theextra ses- sion will be the passage of appropriation bills for the support of tne army; supplying the deficiency existing in the appropriation for the pay of the navy for the fiseal year ending June 30, 1<t7; to pay the expenses of U. 8. courts for the months of May and June, Isi7; for the repair of the Patent Ofica and for putting other government buildings in fire-proof condition; for the payment of the judgments of the Court of Claims for the year is'6, and forthe proper representation of the United States at the Paris exposition in 1878. No doubt legislation upon other subjects Will be urged, and will be pushed through, dlespiie the efforts to restrict the business to the passage of the appropriation bills above indicated, and it {s not improbable that the xtra session will continue until the tima for the regular session in December. The General Convention of the Protestant Episcopal Church of the United States as- sembled in Boston yesterday. Though the Session 1s not likely tobe marked by any such exciting feature as that of the contest in ‘the last general convention over the ritual. ism of Dr. De Koven and Dr. Seymour, there are still several matters of large interest to be dealt with. The question of changing the Pame of the church from the Protestant Epts- copal to one that better expresses its rea! character, will come up. It is maintained by those who object to the present name, that the church isa branch of the church Cathoe lic; its ministry, as they claim, being in un- dentable succession from the Apostles, and they argue that the name ought to coaform thereto. Though the change of nae will have eloquent advocates, it is not believed that it will be carried at this session at least. An effort will probably be made to shorten and simplify the service so as to afford more Scope for the sermon. It is complained that the elaborate length of the present servic reduces the sermon to a bare homily, instead of allowing it room to be a main feature of the worship. Here, again, the objectors will probably fail to carry their point, just yet, as the large body of the Episcopalians are Mauch attached tothe present serviee, from association and on account of its intrinsic beauty. Among the other subjects that will occupy the attention of the convention will bs the grouping of the dioceses into synods for greater convenience in church work; matters Of Christian education; courses of theologi- eal study; the relations of the church with the Eastern church, the old Catholics, the Jensenists of Holland and others, and the canon instituting deaconesses. — +200 — The New Yorkers are in concera over the gTowing scarcity of their water supply. No Police supervision can prevent the waste, and no meter has been devised which will answer a practical purpose. The Sun recom- mends the adoption of the London plan, and instead of furnishing water to consumers all the twenty-four hours of the day, require them to provide tanks which shall be fillet | at certain periods, and keep the mains closed the rest of the ume. instead of dribbling away all over the city a@tonce, would suffer depletion only in sec- tions, and be much more easily controlled. ———__-<-+--_______ Philadelphia has, also. the problem on band what to do with the workingmen out Ofemployment. Mr. Joan Gibson, a benev- Olent citizen, proposes the formattoa of a joint stock company, say at ten dollars a share, for the purchase of cheap lands in New Jersey and Pennsylvania, ani to give employment to the destitute in the city in re- cleiming these waste lands and increasiag their value. He says there are 100,000 p2o- ple in Philadelphia wao give at least tea dollars a year away in charity, wao, it they only took one share each, would raise one million dollars as a capital to start with—a fund sufficient to make a beginaing of the good work to be dose, and nobody the poorer. The name he suggests fur the com. pany is “The Society for the Promotioa of Industry,” and its motto “Nothing Withoat ‘Were such a scheme to be entere3 upon in ‘this city there is an abundance of reciaim- able land within twenty miles of Washing- 2on, much better than the run of New Jersey Jand, that can be bought for ten dollars an mere, or less. But there are also num srs of owners of Maryland and Virginia lands who ‘would gladly employ the destitute laboring men who are now afloat in Washington. ‘This state of facts is now presented: while ahere are thousands of able-bodied msn loaf. Ang about in the city dependent upon charity wr chance jobs for subsistence, there ary Bhousands upon thousands of acres ot land Within easy reach of the city going uncult!- “vated for want of laborers. The question is pow to bring them together. The absurdity and injastice of our present @ouble system of taxation, according to ‘which we first tax property and then tax the Litle to it, or what has been borrowed o2 It, ‘was perspicuously set forth at the recent So- ial Science gathering at Saratoga.
