Congress meets shortly, and as prompt effort early in the session is necessary in | order to get any measure before that boty in season to give it any chance for considera- tion, it is important that our citizens should take immediate steps to secare certain legis. lation imperatively necded for this District. Foremost in this legislation should be a Measure by which Congress will fix defi- nitely the proportion to be paid by govera- ment towards the expenses of the National Capital. Congress at different times, through special committees, embracing some of tbe best lawyers in that body, has faily reeog- nized the obligations of the general govern- ment to sustain @ proportiouate share of the expenses of the District. The proporiion to be paid by government has been estimated by different Congressional reports at various amounts; all, however, in the neighbor. hood of Gifty percent. One report recom- mends that the general goverament shall as sume the whole expense of the District gov- ernment, and assess a moderate tax upon the people of the District proportionate to their property intere: of gov- ernm There among Congressmen who have given any thought ) the relatio: gress to the District of Col jurisdiction the geners share g ment to assume a d he expenses of the Capital eit ng is needed but a strong, united etfurt upon the part of our citizens to procure the Passage of a measure establishing perma- unently the proportion to be paid by the gov- ernment. The relief to the tax-payers and the crippled basiness interests of Washington from such a measare | would be instantaneous. While it is admit- | tedly ont of the ques the District should, either as a matter of law or right, pay the enormous debt (or even the interest) of twenty-five million dollars in- curred by the agents of Congress in improv- ing the national cap'tal, the fact that such a debt nominally bangs over the District, and that the interest must be provided for by our District government, has the effect of a wet blanket upon the growth and prosperity of the city. People of culture, and moderate means, who would be glad to come to Wash- ington and make it their home, hesitate to choose a residence in a community no larger than ours, loaded withadebt under which the most wealthy and prosperous states of the Union would stagger; a community Where the burthen of taxation is so grea; that to eke it out the assessor must Inflate the value of property to twice what it would sell for under the hammer, and the tqx- gatherer must make a search for taxanle objects vastly more inquisitorial and all- pervading than that set forth in Sidney Smith's lively picture of the I ih tax-col- lector on the war-path. This, then, is first in order—to take steps to procure legislation from Congress upon tis matter of @ definite apportioament of the relative shares to be paid by the general 2 ernment and the peopie of the District for the expenses of the Government city. Oiher matters, as river improvement, the interests of the public schools, &¢ , &c., will properly be broaght before Congress, but the all-im- portant measure to be urged foremost and with all energy is this master of goverum apportionment. Members of Cor- gress sometimes say that they would gladiy legislate in behalf of the District if our people would only agree upon what they want, but that we have so much wrangling and dissension, and so many opposing rep- Fesentations go up to them In regard to any District measure proposed, that they never are certain what is the real wish of the peo- ple, and therefore they do nothing.
