The Business Look. ‘The rise in stocks lately has been attributed ‘on one side to the more buoyant aspect of business affairs, and on the other it is In- sisted that the upward movement is merely astock jobbing affair in which the “balls” have for the moment the best of it. Yester- day the stock of the Baltimore and ('xio rat!- Toad went up to $190 per share, an advance of $25 from the last quotations and of 250 from its lowest fall. It was alleged lately that Mr. Garrett and other leading stockholders realized on a large amount of their stock when it was at its bighest, and that they have lately been operating to depress it to enable them to buy in again at a low figure, and secure a controlling amount in season for the next election of directors. Whether this was true or not it bas always been a mystery how it tumbled down so suddenly from -the first rank in Ameriean railroad stocks to one of the lowest, and it will be now bard to explain, or any other theory than that above indicated, why it has shot up again £0 suddenly.
