It is to be hoped that the idea advanced by ‘Mr. Hitz at the meeting last night will be favorably considered and carried out as far ‘@s possible by those who undertake to supply the wants of the deserving poor of the Dis- trict. It is not uficient objection to this Plan to say that it is impracticable, or that It is too cumbersome to be put in operation in time to meet present pressing needs. The answer to the first objection is that the plan suggested is a move In the right direction, and every step taken that way is a real and Permanent benefit, both to the community at large and to those needing the aid of the charitable. It is possible that it may be too extensive and complicated to be carried out in all its detaile at once, anda that some immediate temporary expedient must be devised to prevent suffering which is known to exist at the present time. But if there is suffering now, how much more will there be by next winter? and bow important it is to » and put in force before that time some plan which is not temporary in its character, and which will not look alone to the indiscriminate giving of aims to all comers. Let our charitable people put their heads together now, and devise a system whieh will give as far as possible work to the able and willing, suitable aid to the sick and helpless really needing and desery- ing ald, and a ticket of leave for the lazy and vicious. There is more given away in Wash- ington every year in indiscriminate charity in the form of money, food and clothing than Would comfortably keep all the deserving poor in the District, and much more would be given if the charitably disposed were sat- isfied that their contributions would be wisely ‘listributed, and reach only those who are really needy and deserving. To secure these ends should be the ultimate object of all gooe citizens and all charitable associ. tions, whatever steps are necessary to taken now to attord cemetite reliet. The hopes of Mr. Christian K. Ross, father f the long missing Charley, were raised early this week by the report that his son had been found in Obio. Bat hishopes were again, and for the hundredth time, doomed to cruel disappointment. The supposed Charley Ross turned out to bea lad named Gus Levering, who had been living with a family named Wilson, to whom he had been given by a woman claiming to be his mother. itis but natural that Mr. Ross should inves- Ugate every report touching the discovery of his boy, but his hope of finally finding him maust grow fainter as he finds himself disap- pointed in every instance. Now that the members of the British Ritta Team have lost their sea legs, recoverel from the effects of an ocean voyage, and become accustomed to the improved quality Of light which we enjoy on thisside the water, their practice shows that they are gradually creeping up to the high scores of the Ameri- cans. Accustomed to the murky atmos- phere of England, the Englishmen wereastoz« ished when they first saw the range, and were inclined to doubt that tt was one thousand yards in length until assured that the dis- tance had been accurately measured. On the first day’s practice the American team Jed the British by a large number of shots, but since that time the Engilsbmen's suvot- ing bas troproved, so thai Wednesday last the Americans led them by but 5 points. ‘The most remarkable shooting of Wednes- day was done by General Dakin, captain of the American team, who maie 215 out of a possible 225, and Mr. Selp, of tae New Or- Jeans club. At the 8 yard. range Mr. Selph made a clean score of fifteen buli’s-eyes, and 71 in @ possible 75 at «0 yards. Beginning the day with @ ball’s-eye, he scored 24 in succession. His total score at the two ranges Was 146 in @ possibie 150, and his score at the dhree ranges was 210 in a possible 225. Gair- ig steadily as the Englishmen are, the Americans must not be too confident or the former will carry off the om the prise. In reading Bleak Hc House” one does not feel much sympathy for Mrs. Jellaby’s be- Bighted and far-away heathen of Booriah- boolagha, but it is impossible to read of the sufferings of the famine-strieken people of India without a shudder and a feeling of pity for the unfortunate beings who are daily perisbing by thousands for the want of the bare necessities of life. England has already expended millions of doilars for the relief of the sufferers, and is making com- Mendable efforts to stay the famine. Up to this time it is estimated that at least 500,000 natives have perished. enn If the report be true that Sitting Ball is en- camped with a formidable force under him in the vicinity of the Little Rocky Mountains, he is considerably less than two hundred miles from Chief Joseph, with whom, it is believed, he is trying to effect a junction. The Little Rocky Mountains are in the northern part of Montana, while Sitting Bull is supposed to be somewhere near the Yellowstone Park. It 1s quite possible that Chief Joseph and Sitting Bull have been in communication by means of runners for some time past, and it would uot be surpris- ing to learn that Joseph has gone north to Jom Bitting Bull. It is state! that Sitting Ball bas 1,000 warriors. This is scarcely Possible. The Canadian authorities counted | pe map found them to number but 300. | A lodge being usually estimated at five per- | sons, including women and ciiliren, his people would number 1,5”) souls. Out of this numberbe cannot probably muster more than 400 warriors. Chief Joseph's force is put down at about the same figure. If they Once effect a junction they will have quite a Fespectable force, and will be able to keep Up the war for some time to come. —- Now Philadel phia will be mad. "One Balti- more paper speaks of the Quaker City’s em!- nent physician, Dr. Pancoast, as “Dr. Pan- coost,” and another styles him “Dr. Pane- ‘vost.”” The people complain justly of the condi. on of our publicsquares and parks. In some Of them the grass has not been cut this sum- mer, and the evergreens and otler plants are being rapidly choked out of exisience. Here is ap opportunity to give some of our unem- ployed poor work which it is actually neces- sary to do. Russia finds her war with Tarkey some- ‘whatexpensive. After our four years war in 1866 our legal tenders in circulation aggre- gated $750,000,000. After only a few months of war Russia finds her paper currency swelled £0 8640,000,000. Notwithstanding the dental of th e death of young Morton, which comes from the sick oom of the Senator, at Richmond, Iadia: ‘we are compelled to believe that the report as published in THz STAR yesterlay was sab- @tantially correct. It is perhaps na‘ural that the friends of the Senator should be ‘anxious to suppress the truth at present, bat ‘mooner or later be must be made aware of Dis ead bereavement. ‘A 600D PREVENTIVE FOR NEU- \D CATARBE we DEMONGEOT'S HYGIENIO WIGS. ne hh eopa O° mernbena ww. na Q°EXING NEW FALL Goops.
